New Mexico Republican quits after Hispanic comments
Fernando de Baca, the chairman of the Republican Party in Bernalillo County, New Mexico, has resigned over comments he made to the BBC that "Hispanics consider themselves above blacks" and that Hispanics "won't vote for a black president".


Voters expected to support new constitution in Ecuador
Ecuador is set to approve its third constitution in about a decade, strengthening a president who has vowed to lift up the poor by nationalizing industries and by wiping out the country's traditional political party system.


Brazil Climate Plan Aims to End Deforestation by 2015
The plan, which will be published in full on Sept. 29, 2008 and put to public debate, calls on Brazil to plant more trees than it loses through logging and slash-and-burn agriculture by 2015, the environment ministry said.
