Description

The agency seeks an experienced individual to assist the Manager of Finance to administer the payroll process. This position processes payroll, evaluates, develops, and recommends changes in the payroll systems and procedures, maintains the controls for the payroll systems and is responsible for processing wage assignments and legal levies against wages. The position also prepares payroll-related accounting transactions, reconciliations, analysis and reporting. The person in this position acts as the primary payroll contact, working cross-functionally with other departments on payroll issues and systems. Additionally, this position has secondary responsibilities in the areas of asset monitoring and reporting, cash and investment accounting, and audit support. This position also provides backup support to accounts receivable to ensure coverage and depth of knowledge within the department.



Requirements

The candidate must have at least 3-5 years or more of professional accounting experience with full cycle payroll at a high level of responsibility. The person should possess strong analytical and research skills as well as have extensive spreadsheet and database experience. A bachelor’s degree in accounting, or comparable years of experience, is highly desirable. Three to five years experience in financial statement preparation and budgeting is also desirable. Other combinations of experience and education that meet the minimum requirements may be substituted. This position reports to the Manager of Finance.

Essential Duties:

Payroll administration - processes payroll, maintains payroll records, files tax reports, processes voluntary and mandatory deductions, documents payroll procedures, coordinates and helps administer time reporting, interacts and resolves issues with external government agencies (Department of Retirement Systems, Department of L&I, IRS) and external entities (Automatic Data Processing - ADP), resolves inquiries from employees, and ensures compliance with local, state and federal laws and company policies.

Payroll accounting, analysis and reporting - prepares accounting transactions for payroll, maintains and reconciles payroll-related accounts, prepares various payroll reports, researches payroll issues and accounting treatment, performs periodic internal audits of the payroll process and system, performs analysis and reporting on payroll, prepares payroll-related audit materials, and assists in the operation and management of the agency’s payroll system by recommending payroll process improvements.

Other:

Capital asset accounting – maintains fixed asset data, performs annual asset inventories, prepares asset depreciation schedules, and prepares year-end asset reports for reporting and audit purposes.

Cash and investments accounting – performs monthly reconciliations and prepares investment performance reports.

General Accounting – backs up the Sr. Accountant for selected areas and acts as the secondary backup for grants administration; assists the Finance Manager in reviewing audit filing reports, preparing budget support, and processing insurance renewals and claims; works with the Finance Manager and Sr. Accountant on researching and analyzing the accounting treatments for various transactions, and; assists in the desk audits of grant subrecipients.

Required Knowledge Skills and Abilities:

- Demonstrates strong knowledge of and experience with the principles and practices of payroll administration and accounting.

- Can easily understand administrative policies, labor agreements and government regulations
Has strong knowledge of Federal and State payroll or income tax regulations.

- Has a strong understanding and actual experience with Generally Accepted Accounting Principles and Practices (GAAP) accounting.

- Has proven experience with private and governmental accounting and payroll systems.

- Possesses ability to analyze, interpret and recommend appropriate action where necessary.

- Is highly proficient with financial and accounting software including Excel and Word.

- Demonstrates ability to work effectively with customers, clients and the public.

- Communicates with clearly organized thoughts, proper sentence construction, and correct grammar.

- Works cooperatively with others.

- Specific knowledge of MIP and ADP software extremely helpful.

Education and Experience:

Education: Bachelor of Science in accounting highly desirable, but not required, or comparable years of experience at that level. Other combinations of experience and education that meet the minimum requirements may be substituted.

Experience: The candidate must have at least 3-5 years or more of professional accounting experience with full cycle payroll at a high level of responsibility, possess strong analytical and research skills, extensive spreadsheet and database experience. Experience in general accounting is desired.

Certification: We would prefer that the person has certification (Certified Payroll Professional)
