FINRA is seeking a well-qualified individual for our Lead Business Analyst - Testing & Continuing Education/Shared Services opening in Rockville, MD To be considered for this position, please submit your resume through our career site at - no phone calls, please.

Major Purpose of Job:

This position will be responsible for leading the development and enhancement of RAD and Shared Services department applications. This includes: requirements planning, elicitation, analysis, documentation, user testing and training, and production support in collaboration with the customer, user representatives, and internal development and quality control teams. The Lead Business Analyst will also work with the user testing, training, and product support teams to ensure deployment and maintenance of the final solutions in a timely manner and within budget.

Essential Job Functions:

  • Develop detailed requirements, project plans, risk documents and budget for assigned projects.
  • Lead the elicitation, analysis, documentation, review and signoff of assigned functional and operational requirements.
  • Work collaboratively with stakeholders to ensure the requirements meet business needs and are technically feasible.
  • Create visual exhibits to elicit and confirm requirements for functionality, including process and workflow diagrams, screen/report layouts, and system prototypes for demonstration of design patterns and system functionality.
  • Create business level data specification documents - data dictionaries, logical data model, and data flow diagrams.
  • Establish lines of communication with other departments and business units affected by the project to coordinate activities and facilitate the sharing of important information.
  • Fully integrate user testing, user training, and product support into each project, as needed.
  • or Identify and resolve technical and business/policy issues that threaten the successful implementation of projects. Participate in the change control process to manage changes to requirements and user test scenarios; analyze and author system change requests and work with the Technology team to develop effort estimates for implementation.
  • Perform business scenarios testing and training based on business usage of the applications to ensure the implementation meets the requirements and expectations of the customer and end users.
  • In conjunction with Technology transition the completed product into production and ensure its successful implementation.
  • Develop and track project plans. Proactively identify and resolve action items, issues and risks. Provide written and verbal status reports. Communicate project status to RAD management.
  • Plan and oversee the work of matrixed staff and contractors within assigned area of responsibility to ensure the desired results are achieved and work products meet expectations.



Requirements

Education/Experience Requirements:

  • Bachelor's Degree (preferably in Business or Computer Science).
  • Minimum of eight years of work experience that includes participation in software development projects, requirements lifecycle, and user testing with demonstrable real-world experience in applying them to projects.
  • Minimum of three years demonstrated leadership/project management experience.
  • Experience handling multiple projects/assignments simultaneously with competing priorities.
  • Proficiency with Structured Query Language (SQL) and general relational database technology.
  • Experience with projects using Agile Development practices preferred.

Working Conditions:

  • Normal office conditions.
  • Occasional travel may be required.
  • Extended hours may be required to perform essential job functions.
