POSITION SUMMARY Visa is seeking a Senior Global Operations Regulations Analyst for our Global Franchise Management team. Global franchise management is responsible for managing all international and regional Operating Regulations-related changes. They provide oversight and direction for centralized creation and delivery of customer operational information, customer training and publications, as well as, coordinating internal readiness of the CSI organization for new products, services and technology-related initiatives. JOB SCOPE This is an individual contributor role responsible for solving complex problems and taking a broad perspective to identify innovative solutions. This role serves as a technical/functional specialist and works independently with guidance only in the most complex situations. Manage the development of operating regulations language for the Visa By-Laws, Visa International Operating Regulations, Regional Operating Regulations and Domestic Operating Regulations including understanding the downstream impacts of business function sponsor proposals for new or updated products, systems, services, programs or other initiatives regarding the Client legal agreement. Ensure that all drafted regulations are consistent with current Visa philosophy while adapting to market-driven change. Ensure that all materials meet department standards of quality and are delivered to the VORC for approval. The role requires guiding Business Function sponsors through the process of concept, development, review, approval and publication. In addition the role ensures that all appropriate approvals are obtained from Visa Inc. Committees such as the PMT, GPC (or RPC), CPC, IMC and Visa International Board as appropriate as well as ensuring all such processes are documented and managed within the global function. In conjunction with Risk/Product ensure that appropriate Risk Assessments have been undertaken. To also provide Clients and staff with accurate interpretation and analysis of Operating Regulations in response to telephone or written inquiries, and as a full project team member for assigned projects as required. RESPONSIBILITIES * Development of New and Revised Operating Regulations, Variances and Waivers * Management of VORC Process in conjunction with other Visa Committees * Updating and keeping current the Global Topic Status List of pending VORC proposal * Tracking and control of Variances and Waivers including Waiver Expiries * Review of IMLs, RMLs and VBNs prior to release * Managing and assisting in the publication of the regulations through the CAPs/Publishing Tool as well as identifying improvements * Control and development assistance of subsidiary extensions to the Visa International Operating Regulations, Regional Operating Regulations and Domestic operating Regulations * Liaison in conjunction with the VE Liaison Office regarding Global Tier 1 and 2 rules * Development of Redacted Disclosure Regulations * Conversion of remaining Operating Regulations to the Visa Publications Manager tool * Support the production of Metrics globally * Support the Help Desk and FAQs * Support the development of departmental procedures, development and maintenance * Support Business continuity needs * Support and track work activity on LiveLink * Quality Control of work developed * Any other projects as assigned * Control and development assistance of subsidiary extensions to the Visa International Operating Regulations, Regional Operating Regulations and Domestic Operating Regulations * Provide SME support in the interpretation of the Operating Regulations to Clients and staff Qualifications * Bachelors/Degree or equivalent experience * Typically requires a minimum of 5-7 years experience * Good writing, editorial and authoring skills to convey complex topics * Excellent attention to detail in constructing Operating Regulation language * Client focused with a high-level of Customer Services skills/ability * Apply industry knowledge of Visa Inc.s global market opportunities, consumers, members and competition to development of Operating Regulations * Promote and drive a strong sense of urgency to achieve global goals * Respond resourcefully to new priorities and challenges * Be action orientated and be prepared to act responsibly with limited information * Apply sound business analysis to limit the downstream impact of decisions * Continually attain industry knowledge, practices, concepts and strategies to improve the Operating Regulations * Model good teamwork and acceptance of alternative viewpoints globally * Ability to build strong relationships with peers and management in business functions requiring Op Reg support * Actively support a multi-cultural business and appreciation of all markets in which Visa conducts business * Must be able to work independently or as part of a wider team * Excellent interpersonal, lobbying and communication skills both in English and Spanish (written and verbal) * Ability to effectively work under pressure, be proactive and self challenging and adhere to tight deadlines * High level of self motivation, good judgment, diplomacy and tact * Good presentation skills accompanied by high personal impact and confidence to communicate and influence across all levels of the organization * Proven problem solving skills and organizational skills * Proven commitment to excellent customer services skills * Knowledgeable of different payment markets and with the ability to travel * Fully computer literate in MS Word, MS Excel, MS PowerPoint, MS Outlook
