At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

This position is for the Assistant Director, Office of Data Management Systems, in the Technology Division of the Financial Crimes Enforcement Network (FinCEN). The Office has primary responsibility for designing, developing and delivering secure, maintainable 'big data' mission critical Data Collection, Storage and Dissemination systems. The incumbent is responsible for the full data definition, data transformation and all solution development activities required to deliver these systems which serve data to our external query and internal analytics customers. The incumbent is also responsible for establishing production data operations processes, troubleshooting those processes and problem solving data issues. The incumbent plays a key role in: planning short and long range program activities; determining the strategy, policies, processes, and technology to be employed; participating in budget formulation; and assessing programmatic options. The incumbent provides a full array of supervisory functions to a staff of employees who perform a variety of complex, technical, sensitive IT functions. The incumbent plays a lead role in cost-benefit determinations of contractual solutions, developing appropriate performance work statements, participating in proposal reviews and selections, and providing oversight of contractor performance and delivery.

The Assistant Director for the Office of Data Management Systems is responsible for all activities related to the systems used for collecting, storing and disseminating data to our internal and external customers. This includes:

Leveraging technology to manage the intake, standardization, transformation, storage, optimization and secure dissemination of over 15 million transactions per year, as well as integrating that data with other structured and unstructured data sources;
Playing a significant role in coordinating data management activities with the activities of our intelligence and analytics systems
Supervising a diverse and technical staff of employees who perform detailed and complex sensitive IT functions
Effectively obtaining and managing contractor support as needed to support program objectives.

Specialized Experience: Applicants must have one year of specialized experience at or equivalent to the GS-14 level that provided expertise in delivering IT solutions to customers in a high-volume/secure data business environment (i.e., financial analysis, financial oversight, intelligence analysis, etc.)

Supervisory Requirements: This is a supervisory position. Applicants must have demonstrated in their work experience or training that they possess, or have the potential to develop, the quality of successful supervision.
