Day to Day Work

Specialty: Systems Operations Dispatch Training Coordinator

Position Overview:

This position will provide support for BPA’s Transmission Services, System Operations Dispatch training programs for Dittmer Dispatch (TOD) and Munro Dispatch (TOV) and will be located in Vancouver, WA.

The primary focus of this work is to coordinate and facilitate the Seasonal Dispatcher training. They will also be involved with tracking Continuing Education Hours (CEH) for each individual Dispatcher.

Position Responsibilities include but not limited to:

* Seasonal Training. Seasonal training is provided to all dispatchers each year. Refresher courses consist of a series of lectures by BPA subject-matter experts and simulation exercises. This position will:

* Coordinate with the BPA subject-matter experts (SME) on the content of the requested training to ensure that all relevant content is included in PowerPoint training presentations, along with Learning Objectives and background information on the presenter(s).
* Coordinate and work with SMEs to obtain approved Learning Objectives for upcoming training.
* Coordinate with all SMEs to schedule dates and times of the training, so all the training fits into a consistent and continuous schedule during the six full weeks of training.
* Work with BPA SME to develop testing and other learner evaluations appropriate to the lecture material and ensure test questions developed by the SME match the Learning Objectives.
* Develop, document and review North American Electric Reliability Corporation (NERC) CEH applications to ensure that lectures and training documentation meet NERC certification requirements.
* May assist in creating or updating web-based training modules, utilizing Adobe Captivate Software.
* Prepare various training reports as requested or needed.
* Create and send various training correspondence.

* Set up training sessions, track course completions inputting completions into the Human Resource Management Information System (HRMIS) system as needed.
* Catalog sessions in HRMIS and HRMIS Training System Maintenance.

* Training Program Maintenance and documentation. As assigned by the TOD Manager (or his designee), the contract worker in this position will assist in maintaining and documenting training. This work may include;
* Coordinate the logistics of training delivery. (Coordinating and running the required training program and the new employee orientation program).
* Enter information into HRMIS pertaining to the training.
* Verify that dispatchers meet required (Western Electrical Coordinating Council (WECC), NERC, Federal Energy Regulatory Commission (FERC), or other) continuing education System Operator credit hours to maintain certification.
* Enter data into QTD (Quality Training Database) software to assist in managing dispatcher CEH and PER-005 requirements
* File, scan and archive documents to assist in the organization of Dispatch Training program.

* The contract worker in this position will work interactively with technical staff within Systems Operations and specifically with;
* Technical Operations
* Dispatch Department
* Scheduling Department
* Software Department
* Hardware Department
* Training Staff in the Organizational Development Group

Position Requirements:

Education/Experience

* High School Diploma or Equivalent is required
* Associates Degree in Secretarial Science, Administrative Management or related field preferred.
* 6+ Years of demonstrated administrative/clerical experience required.
* 4 or more years of relevant work experience in administrative support function with Microsoft Software programs such as Word, PowerPoint, Excel and Outlook is required (MS Office 2010 proficiency required).
* Experience working in a mid/high-level, educational operational support position is highly desirable
* Experience with NERC/WECC requirements is highly desirable.
* Experience with Adobe Captivate or other web training development software is highly desirable.
* Experience with QTD (Quality Training Database) Software or similar job training/tracking software systems is highly desirable.

General Requirements:

* Proficient in preparation of presentations, correspondence and drafting proposals.
* Must be flexible, able to pay excellent attention to detail, and work under pressure during periods of peak work volume.
* Ability to work independently and be self-motivated, self-disciplined and dependable, with excellent teamwork and interpersonal skills.
* Ability to apply discretion, technical skills to situations is required.

Additional Requirements:

* Will be expected to complete training on HRMIS and QTD (BPA internal systems), and be proficient in these systems as a core component of this position.
