Day to Day Work

Specialty: Transmission Marketing & Sales

Position Overview:
Provide Project Management for a number of key transmission expansion related initiatives, including business cases, policy initiatives, and issue resolution. Examples of relevant projects include Central Ferry-Lower Monumental (CF-LoMo ), Montana to Washington (M2W), Big Eddy-Knight (BE-Kn), Northern Intertie (NI (W/E)), and I-5 Reinforcement (I-5) for Transmission Services’ Marketing & Sales organization (TSP). The major focus is to support agency management of the business circumstances and the business case and related implications on such expansion efforts. This includes identification of issues, development of draft documents such as issue papers, agency decision frameworks, management updates, business assessments, project scopes, milestones, timelines, deliverables, and decision support documents for projects that are complex, controversial and/or high dollar value. As necessary, provide leadership and support to develop communications, draft agreements and reports in coordination with relevant BPA staff and management including planners, policy analysts, account executives, attorneys, and operations subject matter experts. This position is currently located in Vancouver, Wa ( Two Park Place)

Note: Contract personnel are not allowed to direct Federal employees, nor are they allowed to authorize expenditures and make decisions on behalf of BPA. Contract personnel may only represent BPA with written authorization from a BPA manager. These functions are specifically assigned to BPA employees; contract personnel provide analysis, information, and input to those functions.

Position Responsibilities include but not limited to:
- Responsible for the overall success of Transmission projects related to the business management of transmission expansion from their inception to conclusion. Projects include:
o Central Ferry-Lower Monumental
o Montana to Washington
o Big Eddy-Knight
o Northern Intertie
o I-5 Reinforcement
- Define the original project scope; plan, initiate, and manage project from inception to conclusion. May be asked to act as a project member on some projects.
- Provide expert guidance on project management methodology, best practices, and internal skill development.
- Lead in the creation of clear problem statements associated with current practices and organizational challenges.
- Request resources provided by the performance managers.
- Set the project up for success by identifying and securing necessary subject matter experts needed during the project
- Resolve resource allocation issues with business units and performance managers.
- Coordinate project tasks and resources.
- Lead the project team through the project management process, Schedule and facilitate team meetings.
- Facilitate meetings between a variety of departments
- Oversee the implementation of the project on a daily basis (may include multiple projects) and work with project team to ensure project proceeds on established timelines and milestones and deliverables are met.
- Maintain consistent communication with the project sponsor(s), performance managers, and clients on the progress of the project.
- Remove obstacles, or work with the sponsor or performance managers to remove obstacles, so the team can complete the project.
- When necessary, pursue authorization for changes to the project scope, schedule, or performance.
- Communicate project status, issues and risks for key implementation milestones and deliverables
- Communicate with a wide variety of technical and business experts, and all levels of management including Executives, 1st and 2nd level supervisors, and SMEs (both technical and business experts) in both individual and group settings. This effort will involve leadership or support in the following functions:
o Written and verbal Sponsor and Stakeholder Communication;
o Project Team Communications and Coordination; including milestone management and communication of deliverables
o Inter-Project Team Communications and Coordination;
o Coordination of Issue and Risk Management;
o Team Meeting and Sponsor Meeting Management
o Coordination with attorneys
- Prepare project documentation and work papers as described in the position overview.
- Deploy detailed knowledge and understanding of BPA’s Transmission Services’ business practices and new strategic initiatives related to transmission expansion.
- Review key transmission expansion related policy and activities to maintain consistency and to assure conformance with the key policy initiatives.
- Resolve difficult and complex technical, project management, and organizational problems using innovative and original approaches.
- Provide expert advice and guidance on broad projects with national and regional impact on the identified issues and how the agency will address the issues. Guidance requires extensive interpretation for many different and unrelated program processes and methods, such as interpretations of policy based on original legislative or judicial intent and advice on revisions to existing policies and programs to meet requirements.

Position Requirements:
Education/Experience:
- Bachelor of Science in Engineering, Business, Marketing, Management of a related field is highly desirable.
- 5-9 years direct work experience in a project or program management capacity, including all aspects of process development and execution is required.
- PMP/PMI certification is desirable.
- Experience resolving unique, complex problems is required.
- Experience with Microsoft Office Suite programs such as Word, PowerPoint, Excel and Outlook is highly desirable (MS Office 2010 proficiency required).

General Requirements:
- Experience in the utility business preferred but not required.
- Experience with Agile Scrum Project Management desirable.
- Experience providing expert consultation and analysis.
- Skills in presenting concepts, procedures and recommendations in a clear and understandable manner.
- Excellent written and oral communication skills, reflecting a clear, accurate, and courteous style.
- Excellent listening skills, patience, analytical reasoning and problem solving abilities.
- Ability to work autonomously, given specific assignments.
- Ability to meet timelines, milestones, and deliverables and provide timely (daily) status updates.
- Ability to organize and analyze detailed information and present it in a variety of formats for business, executive, and technical audiences.
- Ability to synthesize disparate inputs and develop issue descriptions, potential solutions, criteria and assessment of potential solutions against the criteria.
- Ability to work with a diverse group across business units to elicit agreement on project vision, goals/objectives, requirements and results.
