This role is responsible for the planning, budgeting and delivery of the technology components of a major upgrade of the PeopleSoft and related applications constituting the OneLink(PeopleSoft Financials) platform.
The candidate in this position will be responsible for partnering with the business and technology executives and leaders to execute the delivery of the upgrade to the OneLink program. The position has overall delivery responsibility over the areas of development, testing, including performance & integration testing, infrastructure, technical conversions and other technology related activities for the upgrade. This position will work with leaders of the development, testing and infrastructure areas to negotiate resource assignments, develop detailed project plans and budgets and manage and control activities from inception through deployment and transfer to the support organizations.
The Program Director will assemble and lead a team of up to 100 resources and up to 5 direct reports. Total budget responsibilities up to $10 million dollars.
The candidate in this position will require strong leadership skills, with demonstrated experience and skills in negotiating resolutions to issues impacting schedule, cost and budget. The candidate will need to demonstrate a proven track record of managing large projects, independently and delivering large projects on schedule and budget. Effective communication skills, ability to influence and lead through collaboration and partnership, strong management and conflict resolution skills and effective skills at facilitating large meetings and ensuring multiple remote teams are working harmoniously to achieve common goals.
A successful candidate will have prior experience implementing multiple full cycle ERP implementations using the PeopleSoft ERP application at large Fortune 500 enterprises. In addition to new implementation experience, the candidate will also have prior experience delivering upgrades to the PeopleSoft system, including ERP, EPM and edge applications with integrations to legacy applications. Leadership and management experience leading large teams of technical developers, testing and conversion specialists and database and infrastructure engineers is critical to this role.

Essential Functions:
- Manages technical delivery of the large complex upgrade of the OneLink program.
- Responsibility for budgets under management of up to $10M.
- Project Complexity can be Multiple Sites and up to 40 integrated Work Tracks.
- Develops strategies and approaches for organization for large complex programs.
- Provides leadership to program and project team members in developing program frameworks, and facilitates with business partners on utilization of shared PMO structures.
- Ensures alignment across multiple IT and business stakeholders on overall program schedule, budget, deliverables, and ensures alignment is maintained for duration of program.
- Leverages knowledge, expertise and experience of change management process and consults with project/programs.
- Responsible for accurate time reporting for resources on team across multiple programs or a mega-program.
- Manages the interdependencies across multiple program tracks within enterprise programs.
- Partners with business partner on development of financial materials and supports presentation of budget requests to appropriate funding.
- Directs the quality/testing strategies for the project. Evaluates best practice recommendations and trade-off scenarios.
- Sustains strong ongoing relationships with client middle and senior management during projects.
- Participate in project team and staff performance appraisals, career planning and succession planning.
- Manages the executive vendor engagement relationship with IT Procurement.
- Works on complex issues where analysis of situations or data requires an in-depth knowledge of organizational objectives and project functional trends.
- Participate in Business strategic planning.
- Sets the standards and frameworks for ensuring program wide communication plan is in place and followed by project/program track leads.
- May manage 5-7 project managers.
- Effectively manage cross-functional team members.
- Develop, coach & mentor others.
- Manages a combined project team of up to 100 resources.
- Leverages knowledge across the project/program arena to develop robust client solutions.
- As an expert in the field of project management, uses professional concepts in developing resolution to critical issues and broad matters in relevant areas.



Requirements

Basic Qualifications:
- Bachelor's degree in a related field
- A minimum of 15 years of IT Program and Project Management experience with increasing scope of responsibilities and span of control.
- Prior Experience leading large implementation teams at Fortune 500 enterprises implementing PeopleSoft ERP systems, including 8-10 years of experience delivering projects on the Peoplesoft platforms.
* Prior experience delivering multiple PeopleSoft upgrade projects to large enterprises.
* Broad understanding of PeopleSoft technology components, architectures and technical implementation and testing practices in the PeopleSoft domain area.
* Prior experience recruiting and building effective teams of contractor and employee resources.
- Demonstrates deep understanding and knowledge of IT methods and project management and applies this in all stages of project/program.
- Requires advanced knowledge of own area of functional responsibility and working knowledge of multiple related functions.
- Recognized as a leader in project and program management disciplines with experience in both consulting and enterprise environments.
- Ability to influence leaders and build strong partnerships with matrixed teams.
- Ability to resolve issues and conflicts through consensus based decision making processes.
* Strong Blend of Functional and Technical knowledge of domain areas within Finance and Supply Chain: General Ledger and accounting, Purchasing, Inventory, eProcurement, Accounts Payables, Asset Management and Project Costing. Experience to additional Peoplesoft modules a plus. ( Services Procurement, Contract Management, Maintenance Management )
- Understands funding mechanisms including relationship between project/program budgets, multi-year plan, regional budgets, long-range financial plan, and member rates.
- Demonstrated strategic thinking skills.
- Ability to deal with people dynamic with minimal guidance.
- Ability to resolve conflict with minimal guidance.
- Requires a broad range of highly complex decision-making approaches.
- Requires the persuasion, presentation and/or negotiation of functional and implementation strategies, philosophies, policies, and/or practices in order to substantially influence positive outcomes for the organization.

- Healthcare industry knowledge.
- Information technology experience.
- Experience managing project budgets of over $20 million.
