Engineering Construction/Project Liaison

Denver, CO

Represents Facilities Building Engineering, Design & Construction Services through development and delivery of capital or non-capital projects within the Colorado Region; Ensure cost-effective and high-quality standards are met for buildings, systems and equipment. Identify and implement long-range Planned Maintenance needs for Building Engineering, thus preserving and enhancing the Region's buildings and properties. Analyze and identify ways and means to improve the effectiveness of energy consumption throughout the Region. Serve as key advisor on energy matters while reviewing cost estimates, specifications, drawings, construction documents, maintenance repairs and modifications.

Essential Functions:
- Develops new and maintains existing National Facility building systems standards to ensure project consistency throughout the Colorado Region with the intent of optimizing expenditures,reducing operating costs and long-term maintenance expenses
- Interfaces between Building Engineering services personnel user groups, architects, consulting engineers and construction/project management and contractors to coordinate installation and operation of systems during construction
- Maintains communication among consultants, contractors, site coordinators, maintenance services, project managers and clients
- Reviews and signs-off on Schematic Design, Design Development and Construction Documents at various phases of projects to ensure building systems are addressed adequately to meet the Region's and/or National Facilities Services standards
- Reviews and approves, on behalf of Building Engineering Services, appropriate drawings and/or product submittals to ensure compliance with documents
- Represents Building Engineering Services and acts on its behalf by attending pre-design, construction, and post occupancy evaluation meetings, as well as assisting in the development of construction punch lists
- Monitors project closeouts to ensure all primarily mechanical and electrical punch lists, warranties, as-builds, operation and maintenance manuals, and training for Maintenance personnel are in compliance
- Coordinates, with Building Engineering and Project Managers, shutdowns of major building systems as required by projects
- Assists in developing and administering budget for Region's Planned Maintenance and Renovation projects (PM&R)
- Conducts building surveys, in conjunction with Building Engineering Supervisors, to evaluate and schedule long-range and immediate Planned Maintenance and Renovation projects
- Coordinates all phases of PM&R projects, with assistance from Building Engineering Supervisors and Project Managers, from inception to approval of invoices for satisfactorily-completed projects, including preparing specifications, selecting contractors, evaluating bids, issuing contracts, scheduling work, overseeing projects, acceptance and close-out of work
- Lead and direct the work of consulting engineers and equipment suppliers
- Serve as secondary VFA software data modification/ update/ reports as requested
- Analyze existing building systems and collect data on building operation, HVAC, electrical, lighting and controls to determine energy usage and efficiency
- Establish energy standards and goals in support of NFS Sustainability Program while providing
- Required reports to NFS
- Coordinate with Regional Sustainability Program and assist with GHG reduction calculation, etc
- Manages and reports results of Planned Maintenance and Renovation projects against established budgets, scope, and schedules to ensure the needs of the Region are met
- Serve on NFS committees as requested to represent Colorado Region



Requirements

Basic Qualifications:
- PE License required
- Bachelor's degree in architecture/engineering/construction or comparable experience
- Minimum of 5 years of practical experience with construction projects
- Current knowledge of HVAC, electrical, and life safety systems in terms of efficiency, cost, ease of maintenance, and code requirements
- Comprehensive knowledge of commercial building and equipment maintenance
- Excellent verbal and written communication skills. Ability to read and interpret blueprints/construction documents

Preferred Qualifications:
- PE License in Mechanical and/or Electrical Engineering, preferred
- CEM and LEED Certifications preferred
- Experience in a facilities engineering/maintenance department preferred
- Practical field experience commissioning new or existing buildings preferred
- Construction cost-estimating experience preferred
