Facilitates the acquisition of C2 level & below non-executive health plan staff through innovative recruiting strategies & behavior/skill based selection. Responsibilities include external job postings, employee screening & referrals consistent w/ personnel policies, procedures, & union contracts. Makes customers & their needs a primary focus of one's actions; develops & sustains productive customer relationships. Actively seeks information to understand customer circumstances, problems, expectations & needs. Responds quickly to meet customer's needs & resolves problems. Maintains & supports a culture of compliance, ethics & integrity. Responsible for ensuring ongoing compliance for Recruiting. Maintains knowledge of policies & procedures & performs in accordance w/ applicable regulatory requirements, external laws & accreditation standards as they relate to Recruiting.
Essential Functions:
- Consults w/ management to develop tactical recruiting strategies
- Reviews posting process w/ hiring managers & ensures external postings are accurate
- Works on positions at the C-2 level & below, or as directed by the Sr. Recruiter
- Receives external employee job bids, examines & evaluates qualifications relevant to posted requirements & preferences
- Pre-screens candidates for position requirements & organizational fit utilizing behavior/skill based interview techniques
- Examines & evaluates information on employment applications/resumes to determine eligibility for position vacancies
- May administer prescreens & pre-employment tests
- Accepts/rejects bids based on verified qualifications
- Refers recommended applicants to manager for final selection process
- May coordinate interviews
- Ensures appropriate salaries are offered according to Union contracts or if non-represented, based on equity & candidate KSAs ; may confer w/ compensation dept or ERLR if needed
- Builds relationships w/ hiring managers through advanced consultation & customer service regarding posting options, candidates, placement, policies & procedures, & Union contracts in regards to recruiting
- Identifies & develops relationships w/ recruitment sources including colleges & professional associations & participates in related job fairs, conventions, & conferences to ensure the availability of talented candidates for the Region
- Proactively researches job posting websites & data mines various sources to identify possible candidates for current postions & to develop pipelines for future opportunities
- May refer applicants for particular job openings & assist w/ resumes and/or career path options
- May compile & analyzes ad-hoc reports to provide knowledge of Region's talent requirements & gaps to develop innovative recruiting solutions
- Participates in program-wide recruiting efforts & tactical strategies
- Composes recruitment advertising copy, compiles relevant suggestions/input from hiring manager; & places employment advertising

Requirements |
Basic Qualifications:
- Candidates external to the department must have a minimum of 2 years of recruiting experience
- Experience sourcing candidates using job boards, Internet searches, user groups, etc required
- Bachelor's degree in business, human resources, behavioral science or related field. Equivalent professional experience may be considered. Equivalent experience may be 4 years KP HR, including 2 years as a Junior Recruiter
- Demonstrated MS Office proficiency
- Demonstrated customer service skills; ability to understand & respond to customer needs required
- Excellent verbal, written, & communications skills required
- Ability to manage & prioritize multiple tasks simultaneously
- Knowledge of employment practices & equal employment/affirmative action principles
Preferred Qualifications:
- Proven labor experience preferred
