Program Manager (Job Description)

Please note: 50% travel to Northern California is required for the first 6-8 months.

Corporate Services Finance organization is looking to hire a strong and dynamic Program Manager to support a new and major Information management and Analysis business unit. They have various Development projects coming up in their pipeline including Big Data Analytics. They provide a variety of reporting and analytical services to the communities they serve through the standard KP Intranet reporting platform which comprises of Dashboards, Standard Report Libraries and Self service utilities. In addition they also provide analytic/data solutions for key regional and program office stakeholders.
They are initiating a new multi-year Program that includes application and platform stabilization, Data Quality Improvements, New analytics capabilities and conversion of their mainframe ETL to Standard ETL toolset. The program manager will work very closely with their Business counterpart in A) Taking this Qualified Idea through the Concept Phase and help them prepare a strong business case that can be then be presented to the approval council and obtaining approvals. B) Successfully manage and execute the program (with multiple project tracks) starting with definition phase C) Manage and coordinate Proof of Technology, Architecture design/solution, Hardware/Software procurement and Provisioning working closely with our Internal IT partners D) Manage financials and overall staffing for the Program E) Manage risks/Issues and overall communication regarding the program
Responsibilities:
* Manage and Execute large complex programs or National Strategic initiatives
* Partner with Senior Business/IT leaders to create business case and associated deliverables for submission through governance and approval committees
* Directs the activities of the analytics and Information Management department, including responsibility for planning, financials and budgeting, implementing key projects, developing strategies and skill sets of employees, and managing general operations.
* Work closely with our business partners and our IT partners in defining Program/Project priorities, scope, approach, resource requirements, timelines, deliverables, managing change and funding.
* Manage and coordinate delivery of multiple project tracks, developing cost benefit analyses for the program, communicating to executive committee, creating and reporting program status utilizing a dashboard, allocating resources across multiple projects
* Define and establish Program/Project governance working closely with Business/IT sponsors
* Establish partnerships and engagement models with our internal IT Partners (Infrastructure, DBA, ETL etc.) and our Vendor partners.
* Own the entire financial management life cycle for the program: Estimates, Budgets, Forecast and Actual Reporting



Requirements

* Master's degree in a related field or equivalent work experience. 10-15 years of related IT experience including Large and Complex Program Management skills
* Deep knowledge in creating/managing large investment Business cases including estimates/financial details. Highly experienced in IT Compliance areas (IT processes, SOX, HIPAA etc.).
* Good understanding of SDLC methodology including AGILE, SCRUM etc.
* Strong Program and Project management skills including risks/issues management, Status reporting/communication plans, Resource and Financial Management
* Good knowledge of business intelligence, analytics and decision support systems in the health care setting. Proven ability to deliver system strategies, solutions, designs, and business outcomes in conjunction with business stakeholders.
* Proven ability to partner with business areas, including sr. leaders, to create business case and associated deliverables for submission through governance and approval committees
* Good understanding of DW/BI technology/Platform: Informatics, Oracle, Cognos and associated BI toolset and BIG DATA
* Health care background, Cost accounting/Financial Analytics knowledge preferred
* Must be self motivated, well organized and have strong innovation and facilitation skills.
* Proven oral and written communication skills; excellent business presentation skills.
* Excellent analytical skills.
* Ability to interface effectively with all levels and across organizational lines, including the business units.
* Ability to effectively utilize external vendors and resources throughout the organization.
* Demonstrated success at building team relationships and partnerships across organizational lines.
