Manager, Underwriting Fontana, CA The Underwriting Manager is primarily responsible for providing leadership and direction to underwriting employees. This work requires expertise in communication skills and management concepts plus excellent understanding of underwriting concepts and the ability to assess market and competitive position. Activities managed include ownership of operational processes as well as implementing policy and process improvements. Underwriting management works closely with Sales and Account Management leadership to anticipate key business, marketplace and competitor dynamics. Underwriting management collaborates with Sales and Account management leadership to implement strategies to optimize business results, including retention and growth targets, while mitigating risk. Primary focus is on establishing the appropriate rate and conditions of offering to achieve revenue, membership and margin goals. Essential Functions: Resource Management:
- In complex organization(s) manages the efforts of direct and indirect reports, and collaborates with, provides guidance to and influences employees, clients and matrix partners.
- Managerial responsibility for selecting, developing, and deploying staff in the most effective manner to meet assigned objectives.
- Managerial responsibility for performance management, compensation decisions, rewarding and recognizing employees, and providing on-going, regular performance feedback.
Deployment:
- For Managers in the ROCs: Generally, multiple lines of business will be managed.
- For Managers in California: Generally, only one line of business of significant size will be managed.
- For Managers in National Accounts: Generally, work will be conducted across regions and may include a higher proportion of direct customer interaction.
Organizational Leadership:
- Establishes complex departmental strategy and tactics, and contributes to operational area's strategy formulation and execution.
- Coordinates complex planning activities with team members to accomplish goals, allocate resources and track results.
- Determines complex objectives and sets priorities; anticipates potential threats or opportunities and vets them within the organization.
- Monitors and evaluates complex plans; focuses on results and measuring attainment of outcomes.
- Ensures that effective controls are developed and maintained to ensure the integrity of production outcomes for the department. Takes corrective action as appropriate.
Innovation and Change Management:
- Initiates and evaluates complex business process improvements in order to achieve business results and appropriate solutions for customers.
- Uses efficient and cost effective approaches to integrate complex processes and technology into the workplace and improve program effectiveness.
- Manages development and execution of new capabilities including self funding and total replacement.
Financial Management:
- Has authority to independently authorize changes to rates up to limits specified by authority guidelines.
- Manages tracking and administering investment funds for their business units.
- Achieve revenue, membership and margin targets for area of responsibility.
Strategic Partnerships:
- Formulates complex, effective strategies consistent with the business and competitive strategy of the organization and functional area.
- Develops complex policy issues and strategic planning with a long term as well as short term perspective.
- Build collaborative relationships with internal and external partners.
- Manage a culture of collaboration and accountability between sales, account management, underwriting and other key internal partners.

Requirements |
Basic Qualifications:
- Bachelor's degree required in mathematics, statistics, business administration, or a related field or applicable related work experience.
- Minimum Seven years progressive experience in underwriting, marketplace evaluations, and/or financial analysis.
Advanced knowledge of underwriting.
- Advanced problem solving skills.
- Full knowledge of management skills.
- Full knowledge of utilization and pricing models, HMO Act, state regulations, rate setting principles, actuarial concepts.
- Excellent interpersonal and team building skills.
- Full knowledge of health care industry and market dynamics for managed health care products.
- Full knowledge of competitor practices. Excellent customer facing skills including negotiation.
Preferred Qualifications:
- Master's degree in mathematics, statistics, business administration or a related field preferred.
- Minimum Seven years progressive experience in underwriting, marketplace evaluations, and/or financial analysis., with two or more years in a supervisory or lead role and experience in a managed care environment.
- Good knowledge of Kaiser Permanente products preferred.
