As an entry-level Program Manager (PM), you will be part of a team that oversees a variety of programs that drive the Agency's mission. In this role, you will be responsible for ensuring the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production and disposition) of the program. The selectee will interface with various levels of personnel, management, and organizations throughout the Agency, as well as with external customers and contractors. You will receive training in federal acquisition to become certified in in Contracting and Program Management under the Defense Acquisition Workforce Improvement Act (DAWIA).
-Assist in establishing cost, schedule and performance baselines for projects and programs (a related portfolio of projects)
-Implement best practices and processes to track progress of services and development of capabilities in terms of defined cost, schedule, and performance outcomes.
-Assist adjusting priorities and resource allocation based upon objective program performance data.
-Provide metrics and analysis to support forward-looking decision-making based on data.
-Assist in establishing governance processes for program and related reviews.
-Oversee a testing program that satisfies DoD/ODNI/Industry guidelines while demonstrating that an acceptable level of customer expectations have been assessed and met.
-Leverage data and analysis from systems engineers, configuration managers, contracting officers, and financial managers to inform project/program performance measures.
-Communicate program successes and issues to reflect performance as compared to the program baseline and performance standards.
-Assist in providing program status reports and briefings to internal management, NSA senior leadership and government oversight officials in the DoD, ODNI, and Congress.
-Effectively recommend and alter priorities.
-Work in a blended environment with civilian, military, and contractor personnel.
-Effective use of the Microsoft Office suite of tools.
Entry is with a Bachelor's degree and no experience, a high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
Degree must be in Business Field (e.g., Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (e.g., Engineering, Systems Management, Computer Science, and Information Technology).
Any relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, and gap analysis).
The ideal candidate will have 0-2 years of related experience
Note: New hires will need to be certified to DAWIA I within 24 months.
Pay, Benefits, & Work Schedule
Salary Range: $44,941 - $71,467
