The Marin County Human Resources Department and the Marin County Department of Health and Human Services are accepting applications for the position of Employment Development Counselor (Bilingual Assignment). There is one full-time vacancy available in the Social Services Division Employment Services.
This Employment Development Counselor (EDC) is responsible for assessing clients' social needs, employability and barriers to employment and self-sufficiency by gathering and analyzing data from interviews, records, standardized tests results, outside agencies, labor market information and other sources; and monitoring and evaluating clients' progress through program components and adjusting plans as necessary. The EDC assists clients with all aspects of developing and participating in a plan leading to employment and self-sufficiency, including assisting with barrier remediation and referrals to resources, identifying and incorporating appropriate activities, providing support around job readiness and job search and monitoring progress. The EDC must use appropriate computer systems to gather information, enter and retrieve data, and complete and process a variety of forms, as well as write narratives, correspondence and reports; maintain and update client records; gather and maintain information related to the labor market, community agencies and employment and training opportunities; and effectively maintain case records in compliance with applicable federal, state and local regulations. The EDC may also provide program orientations and workshops to clients.
Our highly qualified candidate is someone with experience working as an employment counselor with knowledge and understanding of career, vocational and employment counseling theories and techniques. The ideal candidate will have experience successfully utilizing vocational assessment results and the principles and methods of effective interviewing to support a diverse customer base with their job search and vocational/employment goal setting. The ideal candidate will have experience working with customers with socioeconomic problems, cultural differences, language and other barriers to employment associated with various ethnic or disadvantaged segments of the community.
The highly qualified individual has familiarity with local labor market conditions, community resources and applicable federal and state regulations, effective approaches to case management, motivational counseling and best practices for group facilitation. In addition, knowledge of effective job search techniques (resumes, applications, interviewing, networking, etc.) and the ability to teach these methodologies to customers are required. An ideal candidate would also have knowledge and experience with job development, and working with employers to understand their needs and effectively place clients. In addition, the successful candidate will exhibit strong initiative as well as be a proven team player, have sophisticated communication skills and a strong commitment to excellent customer service.
