Arlington County's Department of Environmental Services is seeking interested trades workers to be considered for placement on an eligible list that will be used to fill current and future vacancies for a series of Water/Sewer/Streets (WSS) Technician openings in the Water, Sewer & Streets (WSS) Bureau.
We are interested in motivated, skilled trades workers who enjoy working in a team environment, and are willing to work in all types of weather conditions, and are committed to providing excellent customer service to internal and external customers. Join one of our crews specializing in: water maintenance, water distribution, sewer construction, sewer maintenance, sewer video inspection, street construction, street maintenance, and/or asphalt/concrete maintenance. Crew members perform tasks related to the maintenance, replacement, repair, inspection and new installation of various water, sewer, and streets infrastructure.
Specific duties in each section include but are not limited to:
- Water main, hydrant, and valve repair and maintenance;
- Service Installations and restorations for Utility Patch Repair (Asphalt/Concrete/Seed-Straw).
Water Distribution/Meter Maintenance
- General water system maintenance,
- Meter inspection, installation, removal and replacement of residential and commercial water meters;
- Valve and fire hydrant inspection;
- Meter reading and other data documentation using computerized work order system.
- Maintenance and replacement of pipes, catch basins, manholes, culverts, channels and other storm and sanitary sewer structures;
- Asphalt and concrete work;
- Sewer flushing and/or jetting, baiting and retrievals, inspections/cleanings;
- Documentation of completed work using a computer and software.
Sewer Video Inspection
- Inspection of storm and sanitary sewers using CCTV trucks, pole cameras and acoustic inspection systems;
- Documentation of completed work using a computer and software.
Street construction/maintenance; Asphalt/Concrete Maintenance
- Construction, installation, maintenance, repair and replacement of sidewalks, curbs and gutters, concrete pads, bus shelters and bike share stations;
- Asphalt and concrete work including utility patches and potholes;
- Documentation of completed work using a computer and software.
All positions require:
- Using a work order and customer complaint system which includes computer data input and documentation;
- Daily written and verbal team/customer interaction;
- Manual labor with the ability to lift up to 50 lbs.; and
- Flexibility and availability to work and respond to emergencies as needed (i.e., snow removal operations, water main breaks, other emergencies).
Work is generally performed outdoors and in all types of weather conditions and often near moving traffic. Some work may be performed indoors depending upon the work assignment. The work environment includes exposure to draft, noise, dust, grease, and dirt with extended periods of standing, walking, bending, stooping, and lifting light-to-heavy objects and equipment weighing up to 50 lbs.

Minimum Requirements :
WSS Technician II:
A combination of education and experience that demonstrates the ability to learn how to operate hand and power tools, work outdoors in all types of weather; and follow basic verbal/written instructions. Typically, this is obtained through a combination of a High School Diploma or GED, and/or training related to the position.
WSS Technician III:
A combination of education and experience that demonstrates the ability to operate hand and power tools, work outdoors in all types of weather, and follow verbal/written instructions, plus six months of experience in construction, repair, or maintenance of water, sewer, or street systems. Requires possession of valid class "B" or "A" commercial driver's license (CDL). Some vacancies may not require a CDL.
WSS Technician IV:
A combination of education and experience that demonstrates the ability to operate hand and power tools, work outdoors in all types of weather, and follow verbal/written instructions, plus two years of experience in construction, repair, or maintenance of water, sewer, or street systems. Requires possession of a valid class "B" or "A" commercial driver's license (CDL). Some vacancies may not require a CDL.
Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.
Desirable: Preference may be given to candidates with one or more of the following depending on the area of assigment:
- Related experience in construction, utility operations, or in one or more technical areas of water, sewer, or streets operations;
- Experience or training reading blueprints, and plans, and system maps;
- Experience using a computerized maintenance management system (CMMS);
- Work zone certification to include flagging;
- Confined space and/or trenching safety certification; and/or
- Possession of a valid class "B" or "A" commercial driver's license from applicant's place of residence at time of application.
1) Employees for these positions are considered "essential" personnel and therefore, will be required to work alternative shifts, respond to after-hour calls and emergency situations, and mandatory overtime may be required on short notice.
2) For WSS Technician III/IV - Applicant must possess a Class "A" or "B" Commercial Driver's License (CDL) from the applicant's place of residence (some vacancies may not require a CDL). Other positions for which this recruitment may be used to fill, may require a valid CDL with or without endorsements or other job-related certifications/licenses at time of application or within a specified timeframe normally not to exceed up to one year from hire date.
3) Valid driver's license from applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
4) Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening. The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies.
5) Requires availability for on-call duty on a rotating basis.
Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe work environment and to ensure team members are practicing the required safety rules and regulations.
Due to the work environment and as a condition of employment, Arlington County employees may be required to wear various personal protective equipment in the performance of their duties.

Work hours: Specific work hours to be discussed during the interview process with the supervisor to meet program and departmental needs. These positions are part of a multi-grade pay band. The salary range at the top of this job announcement is listed from entry level for WSS Technician II to the maximum level for WSS Technician IV.
The salary range for each level is as follows:
- WSS Technician II: $31,782.40 - $48,526.00/annually.
- WSS Technician III: $35,464.00 - $54,184.00/annually.
- WSS Technician IV: $39,020.80 - $59,633.60/annually.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:
Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.
Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.
Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.
Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.
Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.
Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.
Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
