SUMMARY:
The Early Head Start Program Manager will provide administrative and programmatic leadership for the Early Head Start Programs. Provides direct supervision of the day-to-day operations of the Early Head Start Program. Works with state, regional and Federal Early Head Start personnel to maintain relationships, stay informed of changes and trends, ensure compliance with performance standards and provides staff/parent training and development. Collaborates with CDC staff to ensure quality Early Childhood and ECEAP Program services that support infant/toddler development and school- readiness are delivered in a coordinated, integrated manner and promote parent/child attachment and engagement in early learning, as a member of the center Management Team and provides training, consultation, technical assistance and monitoring. The Manager possesses a strong understanding of the Early Head Start/ECEAP Performance Standards, state child care regulations, Early Achievers, Classroom Assessment Scoring System (CLASS), Early Childhood Environmental Rating Scale (ECERS) Infant-Toddler Environmental Rating Scale (ITERS), Teaching Strategies Gold (TS Gold) and a thorough knowledge of developmentally appropriate practice.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide leadership in all areas of education and early child development, assisting in the developmentand implementation of program components.

In collaboration with center administration, ensure that effective and developmentally appropriatecenter staffing, environments, curriculum, interventions and materials are provided for pregnant women infants and toddlers; effective home visits are provided that promote respectful relationships with families and engagement of parents in their child’s development and learning.

Coordinate with other departments to ensure effective integrated services to children and families including special services plans.

Participate in center meetings with other management staff.

Attend conferences and training provided and offered by the TTA staff from Early Head Start.

Monitor classroom observation and data collection to assure competency skills and implementcurriculum with fidelity.

Monitor EHS/ECEAP program performance standards to ensure compliance and a seamless transition forchildren moving from program to program

Participate in the development, implementation and monitoring of program goals, objectives and activities.

Assist with annual self-assessment process.

Train staff on child assessment data collection systems.

Develop and maintain connections with community early learning childhood programs; collaborate withcommunity professionals and agencies to develop and access services for children and families.Develop and maintain a working relationship with Policy Council and provide reports to the Policy Council.

Provide training and orientation to Policy Council members.

May be assigned other related duties as appropriate and within the scope of general responsibilities for this position.

QUALIFICATIONS:

  • 1-year experience working with infants and toddlers
  • First Aid/Infant and Child CPR required. Must keep current.
  • Proven experience in group facilitation towards a common goal and/or supervisory experiencesupporting staff in meeting individual goals.
  • Experience working with Tribal families preferred

EDUCATION and/or EXPERIENCE:
Bachelor’s Degree in Early Childhood Education or related field and 5 years of progressively responsible experience working. 

LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS:
Must successfully pass an employee background check and be fingerprinted with the State of Washington Department of Early Learning. Must have a current First Aid/ Infant and Child CPR certification. Must obtain a T.B. test/screening.
