About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers life-saving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.

Responsibilities

  • Serves as a Country Director (CD) for the countries of Kenya, Tanzania, Nigeria and Uganda, with adjunct duties at military and or academic/civilian facilities throughout the respective countries.
  • Represents WRAIR at the respective US Embassy and in engagements with interagency partners, such as the Centers for Disease Control and Prevention (CDC) and United States Agency for International Development (USAID).
  • Represents WRAIR to the U.S. Africa Command (AFRICOM), host country Ministry of Defense, Ministry of Health, other ministries academia and non-governmental agencies as required.
  • Direct, oversee, and monitor all Medical Research Directorate - Africa (MRD-A)/Walter Reed Army Institute of Research (WRAIR) military and public health research efforts in their respective country.
  • As a bi-lateral partnership, facilitate research efforts and direct and manage all prevention, care, and treatment activities.
  • Accurately address technical component of both the HIV research and public health activities with the US Embassy, other USS agencies, local government representatives and stakeholders.
  • Directly supervise the Presidents Emergency Plan for AIDS Relief (PEPFAR), and the Presidents Malaria Initiative (PMI) and other US Government efforts.

BASIC REQUIREMENT:

Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes (1) managing a public health program to include facilitating research efforts; (2) directing and managing prevention, care, and treatment activities related to infectious diseases, especially HIV/AIDS; and (3) developing annual program plans and budgets . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS-13 ).
