Position Information

The Fire Prevention Office (FPO) of the  Arlington County Fire Department  is seeking to hire two  fire code inspectors for its Systems Test Unit, at either trainee or full-performance levels. The Systems Test Unit performs approximately 2,100 annual tests and inspections of commercial and residential buildings that have fire protection systems to ensure buildings in Arlington County are in compliance with Virginia Statewide Fire Prevention Code, the Code of Arlington County, and other relevant fire prevention codes for the protection of life and property from fire and explosive hazards. As a member of the unit this Fire Code Inspector will oversee annual tests of fire protection systems on existing commercial and special hazard occupancies to ensure that the systems are in service, functioning properly, inspected, tested, and maintained.

Specific duties include:

  • Inspecting buildings and other occupied structures to ensure compliance with applicable codes and standards pertaining to the installation and testing of fire protection systems such as the fire alarm, sprinkler, suppression, HVAC systems, fire hydrants, water distribution systems, and access control systems;
  • Providing system testing of commercial buildings as required for annual code compliance;
  • Witnessing the required sprinkler and fire protection system performance tests conducted by certified third-party contractors of the building owner or occupant;
  • Interpreting applicable codes and standards during inspections and communicating codes and standards to citizens, building occupants, and building owners;
  • Identifying other building hazards related to fire safety and system inspection such as replacement of exit lights, locked or blocked exist ways, and improper use of extension cords;
  • Issuing notices of violation and writing detailed reports of code non-compliance;
  • Re-inspecting and testing to ensure compliance of occupancies or properties in violation; and
  • Reviewing historical data in computer database prior to conducting inspections and entering new information to update system.


Selection Criteria

Minimum:  

Trainee Level:

  • Six months of experience in the design, installation, repair, maintenance, inspection, testing, or code enforcement of fire protection systems; 
  • Valid driver's license issued by the state of applicant's residence;
  • High school diploma or GED; and
  • One or more of the following licenses or certifications:
    • Virginia Fire Inspector Certification (National Fire Protection Association 1031 Certification);
    • General Certification (IBC/ CORE); 
    • Virginia Certification in Fire Protection 3B - General and Fire Protection (Building Officials and Code Administrators Association); 
    • National Pro Board Certified 1031 Certification;
    • NICET Fire Alarm Systems Level II Certification; or
    • NICET Fire Alarm Systems Level III Certification.

Candidates hired at the Trainee level must possess or obtain the following within the first 18 months of employment: 

    • Virginia Fire Inspector Certification (National Fire Protection Association 1031 Certification); and
    • General Certification (IBC/ CORE); and
    • Virginia Certification in Fire Protection 3B - General and Fire Protection (Building Officials and Code Administrators Association).

Full Performance Level:

  • Two years of experience in the design, installation, repair, maintenance, inspection, testing, or code enforcement of fire protection systems; 
  • Valid driver's license issued by the state of applicant's residence;
  • High school diploma or GED; and
  • All of the following licenses and certifications:
    • Virginia Fire Inspector Certification (National Fire Protection Association 1031 Certification);
    • General Certification (IBC/ CORE); and
    • Virginia Certification in Fire Protection 3B - General and Fire Protection (Building Officials and Code Administrators Association) or ability to obtain within first 12 months of employment.

Substitution:  National Pro Board Certified 1031 Certification or NICET Fire Alarm Systems Level II or NICET Fire Alarm Systems Level III certification will substitute for National Fire Protection Association 1031 Certification and IBC/CORE certification. Candidates hired under this substitution must obtain the following within first 12 months of employment: 

  • Virginia Fire Inspector Certification (National Fire Protection Association 1031 Certification); and
  • General Certification (IBC/ CORE); and
  • Virginia Certification in Fire Protection 3B - General and Fire Protection (Building Officials and Code Administrators Association).


Desirable:  Preference may be given to candidates with one or more of the following:

  • Possession of a Fire Protection General 3B certification from the National Certification Program for Construction Code Inspectors (NCPCCI); and/or
  • Experience performing extensive data entry, maintaining data in an automated system, and writing detailed reports to document code compliance.


Special Requirements

The applicant must possess and maintain throughout employment a valid driver's license issued by the state of applicant's residence. The applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent on a favorable review of the applicant's driving record and criminal history. 

A background check will be conducted on all candidates who are finalists for the position.  It may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information.

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

Additional Information

Work hours: 40 hours per week, typically Monday through Friday. However, exact work shifts may vary and is based upon the availability of properties to be inspected and may include some weekends and overtime.

The pay range at the top of the announcement reflects the bottom of the range for the Trainee-level position, to the top of the range for the Full Performance-level position. The ranges for the specific levels are below:

  • Trainee: $47,236.80 - $72,113.60
  • Full Performance: $50,835.20 - $77,708.80

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement:  a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).  The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.  You contribute a portion of your salary on a pre-tax basis to this plan.  General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan. 

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.  The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.  New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.  They are also eligible for vacation, sick leave, and paid holidays. 

Temporary Seasonal and Occasional Appointments: 
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
