Marine Maintenance Manager

Position Summary: We are looking for a qualified and experienced individual to join our
Marine Services Department, who will, under general direction, oversee day-to-day
coordination of system-wide maintenance and repair for Kitsap Transit’s passenger-only ferry
services, focusing on system reliability and efficiency through a robust program of preventive
maintenance, emergent repair/response, maintenance staff training, qualifications,
assignment and development, and vessel, equipment and procedural compliance with
applicable regulatory and organizational standards.

Characteristic Duties and Responsibilities are as follows:
Directly supports the Marine Services Department’s goals to provide safe, secure, reliable,
regulatory compliant, environmentally sound, cost-effective, and customer-friendly
passenger-only ferry services. In this regard, this position’s duties and responsibilities
include the following:

Oversee and coordinate the conduct of all marine maintenance and repair functions for
Kitsap Transit, through direct, hands-on monitoring of all aspects of vessel/facility
maintenance for the fleet of KT-operated ferries and the KT-operated marine facilities.

As necessary to ensure service quality, safety, reliability, and schedule adherence,
coordinate all maintenance activities with the Port Captain, including coordination of supply or
discharge of vessel operating fluids, assurance of vessel seaworthiness, and
establishment/monitoring of applicable maintenance protocols and practices.

Supervise the performance of Marine Mechanics and Mechanic Helpers in day-to-day
maintenance and repair activities, including both scheduled and unplanned actions, including the efficient and effective use of the maintenance staff to support non-routine operating
hours, services and emergent needs.

In coordination with the Marine Services Director, establish maintenance staff performance
standards and expectations, conduct performance appraisals, participate in hiring and
promotion decisions, foster positive staff-management relationships, and as necessary,
initiate necessary disciplinary actions.

Develop, implement, and revise work schedules of the maintenance staff, coordinating with
the Port Captain as necessary. Monitor and manage applicable routine and periodic staff
training and ensure that all subordinate staff have requisite knowledge and expertise to
perform assigned tasks. Review and approve staff timesheets.

Manage the vessel maintenance budget; manage and monitor relationships with ferry supply
and maintenance vendors; ensure that the purchase of fuel, equipment, parts, and
consumables comply with local, state and federal policies; initiate and participate in the bid
and award processes for contracted commodities, equipment maintenance and repair
services.

Enforce and improve existing maintenance programs, and develop new programs, policies
and procedures to ensure compliance with the full range of applicable maritime,
environmental, safety, security, and related local, state and federal regulations.

Develop and implement preventive maintenance schedules, intervals and procedures; ensure
maintenance schedules and procedures conform to regulatory mandates and manufacturer’s
requirements for warranty coverage; develop contingency plans required to ensure
continuous operational readiness and provide service continuity during unanticipated
equipment failures; arrange for and coordinate the work of outside contractors as appropriate
and required.

Coordinate with the Port Captain the performance and documentation of applicable checks
and testing of safety and lifesaving equipment at required intervals, including the schedule
and performance of safety equipment inspections to ensure compliance with requisite
regulatory mandates.

Facilitate and monitor the timely and accurate submission of required reports of marine
casualty to management and/or the US Coast Guard. In cooperation with the Marine
Services Director, coordinate applicable notifications to the USCG regarding vessel repairs
and inspections.

Follow applicable security plan protocols and coordinate as necessary with marine operations
staff and security partners to ensure security measures relevant to the current MARSEC
Level are maintained.

Ensure the consistent and proper use of safety equipment along with applicable personal
protective equipment by all maintenance staff.

Perform a wide spectrum of administrative functions and other duties as assigned in support
of Kitsap Transit’s ferry program.

This position reports to the Marine Services Director.
Salary Range: The range for this position is $8,349 - $11,226 per month, commensurate
with experience. With rare exception, initial appointments are usually made at Step 1
($8,349).
Benefits: Full-time employees receive a generous benefits package including subsidized
medical insurance and fully paid dental insurance for employee and dependents, as well as
disability insurance and life insurance. This position participates in the Washington State
Public Employees’ Retirement Plan with the option of participating in a state administered
deferred compensation plan. Employees receive a generous general leave accrual and 11
holidays pro-rated based on the number of hours worked per pay period up to a maximum of
80 hours per pay period. Kitsap Transit also provides employees and certain dependents with
a free transportation pass on Kitsap Transit.
Hours of Work: Work is conducted between the hours of operation for Marine Services
which currently is, 3:30 am – 9:00 pm, Monday through Friday and 8:00 am on Saturdays –
12:30 am on Sundays. This position also has the possibility of occasional work outside these
hours, including weekends and holidays.

QUALIFICATIONS

Kitsap Transit employees who wish to apply must have a satisfactory performance and
attendance record. Kitsap Transit Operators with any of the following criteria in the last
twelve months are excluded from recruitment opportunities:

Education and Experience: High school diploma/GED and four years of increasingly
responsible marine maintenance experience in the servicing and repair of marine engines
and related marine equipment, including two years of lead or supervisory experience in
overseeing the maintenance and repair of marine systems in a regulated environment.
Bachelor’s degree in marine transportation, marine engineering, business or public
administration is desirable. Possession of a current United States Coast Guard Engineer’s
License is desired.

marine systems and equipment

Licenses/Certifications: Must possess a valid Transportation Workers Identification
Credential (TWIC) issued by the Transportation Security Administration (TSA) within thirty
days of hire. Must obtain a Washington State Driver’s License within thirty days of hire.
Working Conditions/Physical Requirements:
Positions in this class typically require dexterity of hands and fingers to operate a computer
keyboard and other equipment, talking, hearing, seeing and repetitive motions. Work may be
performed in the hours of darkness, on weekends, outside regular office hours, outdoors, at
sea, and in stressful and/or emergency situations. This position will require lifting heavy
objects up to 70 pounds, and requires climbing ladders, entering through narrow hatches &
passageways, working in very small spaces, and being exposed to operating engines,
equipment, smells, and loud sounds. This position may be called upon outside normal
business hours for consultation and hands-on support.
