Position Information

Arlington County is seeking an innovative and strategic leader to serve as the Transportation Planning Manager within the Transportation Planning & Capital Projects Management (TPCPM) Bureau. The position supervises the Bureau's Transportation Planning Team whose mission is to plan and program equitable, safe, and functional transportation infrastructure in accordance with Arlington County's comprehensive plan and in collaboration with business interests, residents, and regional agencies in order to foster a more livable community.

Core responsibilities of the Transportation Planning Team include:

  • Overseeing the management and implementation of the County's Master Transportation Plan (MTP);
  • Supporting key Division of Transportation (DOT) programs including, Complete Streets, Bike Arlington, Walk Arlington, Taxicabs, Neighborhood Complete Streets, and Vision Zero; 
  • Collaborating with planning staff in other DOT Bureaus and County departments to coordinate the role of transportation in the development of both countywide and sub-area policies, plans and studies, which may address topics such as land use, public space, energy and housing, and in the development review of private and capital projects; and
  • Working with external partners to ensure that their plans and projects are coordinated with Arlington transportation infrastructure and providing staff support for four transportation advisory groups.
To support the mission and core responsibilities of the Transportation Planning team, the Manager will set objectives and priorities that fulfill the strategic vision of the TPCPM Bureau related to Countywide transportation planning initiatives, direct and recommend staffing on projects/programs, and review all work products for quality control. This position is responsible for the direct supervision of the Transportation Planning Team, and is responsible for managing the team's workload, providing staff evaluations, support, and professional development.  

Specific duties include:
  • Maintaining, updating and amending the MTP, overseeing staff's review of and response to proposed amendments to the MTP, and researching, authoring and preparing reports/recommendations on transportation issues to the County Board and committees/commissions, specifically related to updates of the MTP;
  • Implementing the goals and policies of the MTP by identifying gaps in the complete streets network while working with a multidisciplinary staff to propose short, mid, and long-term multimodal improvements to the public right of way;
  • Leading the County response to new transportation issues through close coordination with the Director and other Bureaus in DOT;
  • Managing staff support of the Vision Zero Program and coordinating the Bike and Walk Arlington programs, taxi industry regulation, and Neighborhood Complete Streets Program, which includes providing oversight, QA/QC, advocating for resources, and collaborating with counterparts in other Bureaus and Departments to ensure programmatic coordination and plan implementation;
  • Assessing needs and maintaining awareness of new trends and emerging technologies to create change in agency policies and program structures to best meet the agency's strategic mission; 
  • Managing the workload of the Transportation Planners, and advising staff on substance, priority, and progress of work program items and ongoing responsibilities;  
  • Shepherding planning staff on the process to transform recommendations developed through County planning processes into capital projects;
  • Managing consultant and staff-led studies, guiding general scope development, and coordinating the transition of planning efforts to the Capital Projects Team;
  • Managing planning staff's review of development plans and working with other Departments and jurisdictions to inform them of MTP policies and look for collaborative opportunities to achieve adopted goals and ensuring project compliance with the MTP;
  • Assisting with grant applications for capital projects by ensuring that the MTP policies underpin the strategic vision outlined for the project/program seeking funding;
  • Providing oversight of staff liaisons to transportation-related committees and commissions and coordinating staff assignments and work efforts in support of these advisory bodies;
  • Coordinating work program efforts with other County agencies and citizen advisory groups; and
  • Responding to information requests from the County Managers' office, the development community, the public, and other County agencies regarding the County's transportation planning policy.

Selection Criteria

Minimum:

  • Master's degree in Urban or Regional Planning, Engineering, Transportation, Public Administration, or related field; and
  • Progressively responsible experience in urban or transportation planning, with senior-level project and teams management experience.
Substitution:  Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: 
Preference may be given to candidates with experience in one or more of the following:  
  • Leveraging technology and tools to support urban or transportation planning efforts; and
  • Working in local, state, or regional government.

Special Requirements

Top candidates may be required to submit a writing sample during next steps in the selection process in order to demonstrate their written ability.


Additional Information

Work Hours : Monday through Friday, 8:00 am to 5:00 pm. Work will periodically require attendance at meetings outside of normal business hours such as in the evenings or on weekends. Telework opportunities available upon supervisor approval.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement:  a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).  The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.  You contribute a portion of your salary on a pre-tax basis to this plan.  General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan. 

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.  The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.  New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.  They are also eligible for vacation, sick leave, and paid holidays. 

Temporary Seasonal and Occasional Appointments: 
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
