Program Manager–Engineering & Capital Improvements
SUMMARY OF JOB
Provides senior level program management for engineering and design functions within the Engineering Services Division. Responsible for managing, coordinating, and executing avariety of activities including analysis, planning, hydraulic modeling, design, and construction related to infrastructure improvements undertaken by the Authority. This position manages the Design Services Department which is responsible for in-house survey, design, engineering, and technical support for other Divisions, including design-phase project management. This position also manages project managers and engineers engaged with consulting firmsfor capital project delivery. This position is responsible for mentoring and developing assigned staff in engineering disciplines.
ESSENTIAL DUTIES AND RESPONSIBILITIESIncludes the following.

- Plans, directs, and coordinates all activities ofassigned areas.
- Manages multiple complex projects simultaneously and executes necessary planning to ensure design activities achieve established milestones.
- Leads staff in the project design and plan preparation process, including research, field survey, drafting, plan review, cost and schedule estimates, easement acquisition, construction stakeout, and asset surveys.
- Oversees hydraulic modeling of water and sewer systems and improvements, including preparation of engineering reports, when required.
- Maintains accountability of assigned work based on meeting established schedule, budget, and quality objectives as required.
- Monitors and provides timely feedback on project status. Executes short and long-range plans for assigned area, in order to meet goals of the Division and the Authority.
- Develops conceptual designs, project budgets, engineering plans, specifications, bid documents, construction documents, permit applications, and contract documents for infrastructure improvement projects.
- Serves as engineer of record and in responsible charge of design for assigned projects.
- Assists management in the development and implementation of quality control processes, programs, and procedures applicable to activities undertaken by the Division.
- Assists management and instructs engineering support staff in the preparation of design documents, request for proposals for professional services and contract studies and reports.
- Assists management and instructs engineering support staff in the proper techniques for the inspection and management of construction projects.
- Participates in and contributes to the Authority's Asset Management Program related to infrastructure maintenance, renewal/replacement and capital investments.
- Assists in preparation of Capital Improvement Program, capital project budgets,and Divisional operating budget.
- Prepares and administers design and drafting standards for use in Authority business.
- Proficiently operates typical computer software applications including; asset management, GIS, work order system(s), billing and financial systems, Microsoft Office (Word, Excel, Access, etc.), and Authority–specific enterprise software applications.?
- Reviews plans, specifications, and submittals for various projects, including site and subdivision plans for development projects.
- Conducts site visits and field inspections as necessary.
- Evaluates new equipment, processes, methodologies and technologies related to area of responsibility and makes recommendations to management, as appropriate.
- Prepares short and long-range plans for assigned area to include financial analysis and project review.
- Assists in the formulation and administration of departmental policies, procedures, standards, plans and programs.
- Provides technical support and assistance to internal and external customers relating to Authority facilities, infrastructure, and services.
- Provides active leadership, management, and motivation of staff through teamwork, collaboration, and emphasis on continuous improvement.
- Takes active role or assures subordinate staff take active role in developing employees by establishing individual employee goals and objectives.
- Assures appropriate resources are available to obtain established goals and objectives.
- Recommends appointments and promotions within assigned area.
- Works with department manager and/or Division Director in regards to employee development and discipline.
- Assures employee evaluations are complete and accurate and meets all requirements.
- Participates in various work teamsas assigned.
Oversees the work of assigned employees. Assists responsible supervisor in interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

- Ability to read and interpret company policies, safety rules, operating and procedure manuals, business periodicals, professional journals, technical procedures or government regulations.
- Strong computer skills that extend into mapping, design and drafting applications, including Global Positioning Systems (GPS) Geographic Information Systems
- (GIS), computer-aided design (CAD), surveying software, Microsoft office, and Internet.
- Technical expertise obtaining, manipulating, and organizing information; defining, planning, and implementing analyses, processes and projects.
EDUCATION and/or EXPERIENCE
Bachelor's degree from an accredited college or university with a major in civil or environmental engineering, or related field, plus five (5) or more years related experience and/or training in engineering design, project management, capital facility planning, construction management and supervision principles, or equivalent combination of education and experience. Experience with private firm specializing in design and construction of water and sewer infrastructure or with a public utility serving a population greater than 50,000 is desired. Practical experience managing professional engineers and engineers-in-training is desired. Experience with geographical information systems, computer aided design (CAD) software packages, project management software and water/sewer network modeling software preferred.
CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
- Must possess a valid Virginia driver's license or have the ability to obtain one within 60 days of employment date. No more than six(6) demerit points on driving record if required to drive Water Authority vehicles.
- Possession of or ability to obtain by reciprocity within 90 days of employment a valid professional engineer license from the Commonwealth of Virginia required.
- A project management certification(ex. Project Management Professional from PMI)is preferred.
