VICE PRESIDENT, FINANCE
Greater Erie Community Action Committee is looking for an energetic and motivated Vice President of Finance. The Vice President has the primary responsibility for the planning, implementation, managing and running of the financial operations of GECAC, including business planning, budgeting, forecasting, negotiations and investments. Primary person responsible for annual audit, 990, indirect cost rate submittals and cost allocation plan development. Primary point of contact for all banks, investments, etc. Ultimate authority on contracting.
Several of the basic requirements are as follows:
Business Planning & forecasting: Develops, implements & maintains sound accounting practices for use throughout GECAC operations, such as impressed accounts, vouchering, payroll activities, purchasing & inventory control. Develops budgetary forecasts. Investigates relative indicators & prepares salary & wage schedule adjustments in conjunction with VP HR & VP Operations for CEO and Board review/approval. Prepares/presents monthly fiscal reports.
Budgeting: Develops /monitors budgets & expenditures of the GECAC Admin. Services. Prepares & administers agency's cost allocation & indirect cost plans. Develops/monitors facility, unrestricted & other executive level budgets.
Monitoring, Auditing & Compliance: Ensures ongoing compliance w/ all federal, state & local fiscal regulations regarding 501(c) 3 operations as well as those specific to each funding stream. Analyzes GECAC financial data and systems. Initiates agreements for the performance of independent financial audits in line with funding source regulations. Meets regularly with auditors. Schedules & conducts regular financial review meeting with Executive & Unit Staff, documents results & monitors actions to be taken. Conducts fiscal monitoring oversight of sub-contracted agencies to ensure compliance. Complete agency's annual 5500 Annuity report, Bureau of Charitable Organization Registration, Sales Tax Exemption Status renewal reports & any other agency wide reports required.
Investment: Researches investment options and makes recommendation to the CEO and Board of Directors regarding the appropriate investment of unrestricted funds. Monitors & records the ongoing activity of short and long-term investments insuring the appropriate accounting of these funds.
Payroll: Supervisors all payroll matters. Checks & authorizes quarterly annual tax edits. Verifies & signs payroll requests for information. Supports the Senior Payroll Officer. Checks hospitalization billings for accuracy. Approves all journal entry offsets & journal entries concerning payroll related items.
Other: Maintains Financial & Data Processing Services Procedure Manual. Signs all check ensuring for accuracy and necessity of needs. In conjunction with the Associate VP Finance, maintains agency credit card accounts. Supervises/supports the Budget Analysts, Senior Payroll Officer, Fiscal Reporting Specialist, and Administrative Assistant & Associate VP Finance.
Bachelor's Degree in Accounting, Finance, Business Administration or Public Administration with at least 5 to 7 years' experience in private or public accounting, or an equivalent combination of education and experience.
Must have valid PA Driver's License. Must meet Immigration Reform Act requirements. Must have access to private automobile and a valid PA driver's license. Required to have appropriate auto insurance as required by the agency. Prior to hire must have Act 34 Clearances. Must Be Bondable.
