SALARY: D.O.Q./D.O.E CLASSIFICATION: Non-Exempt LOCATION: New Town, ND OPENING DATE: CLOSING DATE: POSITION SUMMARY: The Internal Auditor reports directly to the CEO with no supervisory responsibility. Performs internal auditing procedures for the MHA Nation to assess risk and identify control deficiencies, unnecessary spending, and inefficient operations. Develops and implements internal audit processes and procedures, all while recommending improvements to business processes that will promote overall efficiency, productivity and profitability. Reports functionally to Tribal Council and administratively to the Tribal Council Chair (or delegate). The primary objective of the Internal Auditor is to ensure all departments (Federal and Tribal) are prepared for the annual audit while constantly working to improve financial processes and all tribal programs. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Conducts an annual risk assessment, develops an annual internal audit plan, and presents the results to Tribal Council for approval. 2. Responsible for performing internal audit engagements across Tribal entities in accordance with defined audit programs. Potential internal audit activities include: Assesses Tribal operations and works in coordination with Department Directors and the Executive Office in the development and implementation of processes, techniques and procedures to increase efficiencies, reduce costs, and comply with necessary procedural or legal requirements. Assesses current operations in relation to Key Performance Indicators and identifies areas/issues creating exposure to risk, excessive spending, and inefficiencies. 3. Works in close coordination with the Personnel Department, Law enforcement, and the administration to conduct internal investigations and audits involving potential cases of fraud or misuse of tribal funds. 4. Ensures that policies and procedures are drafted to facilitate efficient operations in accordance with current legal and organizational requirements. 5. Assists with determining the adequacy of authorization and recording procedures for providing reasonable accounting control over assets, liabilities, income, and expenses. Reviews pertinent documents necessary for detecting the existence of an audit trail for all records and systems. 7. Monitors activity and file maintenance in accounting records and data processing systems. 8. Provides support and information to operational Departments, Divisions, and programs to operate efficiently, effectively, within fiscal guidelines, and in accordance with legal parameters, established Tribal codes, and applicable policies and procedures. 9. Reports findings and suggest corrective actions to the C.E.O. and the Tribal Council and periodically follows-up on management action plans. 10. Integrates technology into all aspects of the audit process to increase effectiveness and efficiency. 11. Facilitates knowledge sharing and organizational learning. 12. Works in coordination with consultants and external auditors during audit processes conducted within Tribal Departments and Divisions. 13. Serves as the Compliance Officer for Tribes policy on OFAC, Anti-Money Laundering (AML), and Anti-Bribery & Corruption (ABC), and has general oversight and responsibility for: Overall day-to-day administration of this Compliance Program, Coordination of AML, OFAC sanctions, and ABC education and training programs as required by the Compliance Program Administration of the intake, investigation, and resolution of alleged AML, OFAC Sanction, and ABC related improprieties reported through the hotline or other sources. 14.Ensures schedule and systematic approach for month/quarter/year end close are followed by all areas of the Tribal Finance department. 15.Work directly with CEO to create budget based on historical and forecasted data. 16.And other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Define and apply the key principles for an internal audit function Improve operations by leveraging internal audit and other internal resources Develop tools and strategies to measure performance and hold personnel accountable The Three Affiliated Tribes Job Description Internal Auditor Page 3 Created August 2011 MINIMUM QUALIFICATIONS AND EDUCATION: Must have a BA/BS in Accounting, Finance or closely related field and 3 years of accounting, audit, or internal audit experience, preferably with a Tribal Government, OR a BA/BS in any field and 5 years of accounting, audit, or internal audit experience, preferably with a Tribal Government. Must have strong quantitative skills and data analysis skills and experience, including experience in the use of data analytics tools (Excel at a minimum). Must have a working knowledge of internal audit standards and an understanding of other relevant standards (e.g., yellow-book). Must have experience managing multiple projects. Must have computer experience with a software system for enterprise system management such as PeopleSoft, Sap, Lawson, etc. Must have a working knowledge of Enterprise Risk Management (ERM) principles and practices. Must have computer experience in software programs including Microsoft Word, Excel, and Access. Must have a valid Drivers License for state of residency and be insurable under the Tribal vehicle insurance policy. Must pass a thorough criminal history background check and pre-employment drug test. PREFERRED QUALIFICATIONS: Accounting or relevant technical certification e.g., CPA, CIA, CGAP, CISA, etc. Experience with federal grant regulatory requirements e.g., single audit, A-133. Implementation of an ERM program in a public sector entity.
