Principal Budget Analyst
Budget and Management Department
Hiring Range: $65,101 - $88,134

Chesterfield County's Budget and Management Department is seeking a Principal Budget Analyst to perform work of considerable difficulty serving as the financial/management consultant to various County departments to develop and manage annual operating and capital budgets as well as make recommendations to improve effectiveness and efficiency. Monitor and manage departmental, grant and capital project budgets to include budget projections for more complex departmental portfolios. Responsible for development and/or oversight of core departmental outputs such as budget document, capital plan, and revenues. Assist with the management and analysis of the County's debt portfolio. Perform mentoring duties by focusing on less experienced staff and identifying opportunities for cross-training. Develop departmental budgets by preparing and editing budget documents. Serve as lead/facilitator on key departmental tasks along with cross-departmental teams. Perform other work as required. This position is a part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience. Successful candidate will possess a bachelor's degree in Accounting, Finance, Public Administration or other related field; six years of complex budgeting, accounting, and/or fiscal management experience; or equivalent combination of training and experience. Possess and maintain extensive knowledge and understanding of the principles and practices of public accounting, public administration, and budget preparation and control. Ability to accurately analyze and develop accurate funding, revenue and expenditures forecasts and budgets, monitor expenditures in accordance with policies. Must have sound working knowledge of the principles, practices and theory of cost-benefit analysis; excellent attention to detail and organization skills. Ability to multi-task effectively and manage competing priorities while maintaining the accuracy and integrity of multiple departments' financial data and budgets. Excellent critical thinking skills and sound judgment; excellent problem-solving skills; must appropriately seek guidance or refer unusual situations and questions; strong computer skills with ability to utilize typical business software (i.e., Microsoft suite). Excellent research skills with the demonstrated ability to compile and analyze relevant data and make appropriate recommendations, summaries, reports and presentations. Excellent interpersonal and communication skills; excellent oral and written communication skills; ability to work independently and as part of a team; ability to collaborate effectively. Ability to serve effectively as a team leader; excellent customer service skills including tact and courtesy.
