Position Information

Salary listed above is the salary range effective July 1, 2021.  

Arlington County Department of Parks and Recreation is looking for a skilled professional Trades Worker IV with experience in landscape, horticultural and general gardening. The Trades Worker IV duties will be performed at County-owned parks, streetscapes, facility grounds and other landscaped public areas. Work includes mulching, weeding, watering and general maintenance of landscape areas; planting of trees and shrubs, the preparation and installation of new landscape planting areas; installation of hardscape materials, and invasive plant control. This position works with gardeners and trades worker staff within the Landscape Unit of the Parks and Natural Resources Division of Arlington County's Parks and Recreation Department.
 
  Specific duties include:

  • plant identification, labeling, pruning, potting and mulching of nursery stock
  • verifying and unloading plant material and other related landscape products upon their delivery to the nursery
  • careful handling and placement of large ball and burlap trees and shrubs
  • properly storing and arranging soil, mulch, and other earth products
  • handling and organizing hardscape materials
  • determine irrigation requirements and methods for watering of greenhouse and nursery plants
  • insect and disease diagnosis and treatment (requires a registered technician's pesticide license from the State of Virginia)
  • prepare soil mixtures
  • determination and application of proper fertilizers
  • growing, transplanting, and installing individual plants
  • inventorying, arranging, and verifying the return of equipment and tools stored at nursery; and
  • general maintenance of storage areas.
This position must be able to work independently, be well-organized, display strong horticultural knowledge, and must be capable of ensuring the proper maintenance and efficient operation of the entire nursery complex. This position will be required to operate power tools, machinery and drive various vehicles including trucks requiring a Commercial Driver's License (CDL) endorsement, front-end loader for loading bulk materials such as topsoil and mulch, as well as a mini-excavator and skid-loader for unloading and loading trees.

Work is performed in a team environment and is generally performed outdoors in all types of weather conditions as well as indoors within the greenhouse and equipment shed. Work environment conditions include the exposure to drafts, noise, dust, grease, dirt, and traffic, and extended periods of standing, walking, bending, crouching, and lifting light to very heavy objects and equipment weighing up to 50 pounds.

The Trades Worker IV  also interacts on a regular basis with volunteers, park users and the general public. During storm events this position is required to aid in emergency situations, and during the winter months, assist in snow removal.
Selection Criteria

Minimum:   
One year of experience performing general labor functions including at least six months of experience in landscaping, gardening, horticulture or closely related duties.
 
Desirable:  Preference may be given to candidates with experience in one or more of the following:

  • greenhouse and nursery operations;
  • performing general grounds maintenance, landscaping, tree planting and/or landscaping construction;
  • interfacing with the public;
  • working in a team environment;
  • applying pesticides or possession of a relevant license;
  • operating trucks and heavy equipment; and/or  
  • supervising staff.

Special Requirements

Applicant must possess or obtain within nine months of appointment to this position, a category "A" or "B" commercial driver's license from the applicant's place of residence. Anyone hired without the commercial driver's license will be appointed as a trainee until the license is obtained, if they otherwise meet full performance qualifications. Training is available through the County. The appropriate license must be maintained at all times while serving in this position.

If the applicant does not already possess a valid Registered Technician's pesticide applicator's license with the state of Virginia, the applicant must obtain such license within six months following appointment to this position. Anyone hired without a Registered Technician's license will be appointed as a trainee until the license is obtained, if they otherwise meet full performance qualifications. The appropriate license must be maintained at all times while serving in this position.
 
The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
 
Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening. The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies.

Any offer of employment will be contingent upon a favorable review of the applicant's driving and criminal history record, and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.


Additional Information

Work Hours : 40 hours week, core hours 6:30am - 3:00pm, Monday through Friday. Employee may be required to work some evening and weekend hours. Employee must be available for callback and holdover in emergency situations including those that are weather related.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement:  a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).  The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.  You contribute a portion of your salary on a pre-tax basis to this plan.  General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan. 

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.  The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.  New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.  They are also eligible for vacation, sick leave, and paid holidays. 

Temporary Seasonal and Occasional Appointments: 
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
