The Community Development Department is comprised of the
Building and Code Enforcement, Planning, and Housing Divisions.
The Community Development Technician is intended to be the
primary customer service representa??ve for the department and is
responsible for providing technical and administra??ve support
services for all three Divisions. The posi??on reports to the Building
Official and may receive general direc??on from the Planning
Manager(s) and Community Development Director.
Community Development Technician I is the entry and first
working level classifica??on for this technical support series.
Ini??ally under close supervision, incumbents perform the more
rou??ne office administra??ve du??es while learning planning,
building, and housing concepts and City policies and procedures. Incumbents work is observed and reviewed during
performance and upon comple??on. As experience is gained, there is more diversity in assignments and greater
independence of ac??on within established guidelines. Incumbents may advance to the higher level a??er gaining
experience and demonstra??ng the proficiency required in order to meet the qualifica??ons of the higher level class.
Community Development Technician II is the experienced level of this series, fully competent to perform a variety
of technical planning, housing, and building services and other administra??ve du??es. Incumbents are expected to
carry out the du??es of the posi??on with a high degree of competency. Level II is dis??nguished from level I by the
ability to implement assigned du??es with only occasional instruc??on or assistance.
EXAMPLES OF DUTIES:

?? Greets and provides professional and courteous service/informa??on to the public at the front counter, via phone
and email providing basic building, planning and housing informa??on.
?? Intakes planning and building permit and housing program applica??ons via email, mail and at the Community
?? Organizes and maintains files associated with the building and planning permits and housing programs.
?? Coordinates all phases of the plan check review process, including sending and receiving plan check documents
for review by other City departments; and performs plan check services for minor and/or over the counter
building permits (e.g. kitchen, bathroom remodels).
?? Receives and processes payments for permits and other Department applica??ons.
?? Issues over the counter permits.
?? Updates and maintains Community Development Department forms, documents and procedural informa??on for
?? Assists with the management and maintenance of various internal database and technological systems including
Munis, Granicus, Laserfiche, as well as the Community Development website.
?? Assists the planning division with technical aspects of the planning process including researching and gathering
data and responding to minor zoning inquiries.
?? Assists the housing division including researching data, assembling housing applica??on materials, organiza??on of
files, intaking applica??ons and gathering sta??s??cal data related to popula??on and housing trends, etc.
?? Performs other office tasks such as ordering supplies, processing mail, etc.
?? Performs other related du??es as assigned.
Community Development Technician I
?? Either the equivalent to comple??on of two years of
college in a technical field related to the work, OR
equivalent to gradua??on from high school and three
years of office administra??ve support which included
significant public contact.
?? Possession of a valid Class C California Driver's
?? Knowledge of word processing and other computer
applica??ons is necessary.
Community Development Technician II
?? In addi??on to the above, two years of technical planning and building support experience that has included plan
review, permit processing and issuance, and the provision of informa??on to the public at a level equivalent to the
Community Development Technician I posi??on, plus an ICC Permit Technician cer??fica??on.
