Community Health Education Admin. $78,969.00 Annual Shift: 8:00 AM to 4:30 PM SUMMARY: This is an evolving and emerging position located in the Community Health Division with the Oklahoma City-County Health Department (OCCHD). The incumbent is primarily responsible for administration of assigned Community Health programs for OCCHD. The duties of this position may continue to be modified. PRINCIPLE DUTIES AND RESPONSIBILITIES: This is a summary of the duties and responsibilities commonly found within this classification. All employees must maintain a commitment to the OCCHD's mission, vision and strategic goals. This summary is not meant to be all-inclusive, thus, other related activities or tasks may be assigned. This position functions as the leadership level (Tier 3) as defined by the council on Linkages Core Competencies for Public Health Professionals in the Health Promotion Program with integration of all Core Competency Domains. An emphasis on the following domains is important in this role: Policy Development/ Planning Skills Communications Skills Community Dimensions of Practice Skills Leadership & Systems Thinking Skills Cultural Competency Skills * Public Health Science Skills ESSENTIAL JOB FUNCTIONS: * Administer work assignments. * Supervise employees by direct observation and review of job product. * Monitor employee attendance. * Complete performance evaluations of staff. * Provide input to the Division Director concerning developing modifications to programs, plans, goals, objectives, procedures, etc. * Facilitate the identification and implementation of programs and services that will enhance the health status of the people in the community. * Facilitate community planning processes. * Developing partnerships, consorts and linkages between OCCHD and various public and private groups and agencies. * Preparing and presenting information and programs related to public health issues in the Oklahoma City-County area. * Work to identify, communicate and educate the public, business and civic leaders, health-care providers, physicians, various public and private sector representatives, legislators, executives, and city and county officials and community leaders about issues related including access to health care, health disparities as well as health and safety needs in their community. * Communicate the need for change related to delivery of services that impact the health status of the populations within the designated area. * Attends meetings. * Making speeches. * Facilitate resource development to address health priorities defined for the designated area. * Educate communities about health promotion initiatives and preventative services. * Design, develop, evaluate and present programs using various audio/visual equipment. * Interacting with individuals and groups in the development of resources. * Design, coordinate and assist in the production of professional materials (e.g. posters, exhibits, leaflets, brochures and multimedia presentations). * Coordinating the work of committees, task forces and other groups concerning special projects and grant deliverables. * Facilitating and collecting data needed for program planning. * Generate studies and report, correspondence and memoranda. * Analyzing, developing and preparing the annual programs budgets. * Negotiating contracts. * Support the OCCHD Strategic Plan. * In addition, at the direction of OCCHD Chief Executive Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Response Program Team (i.e., Bioterrorism Response Program). Also, as a member of the Emergency Response Program Team, the employee is required to complete all necessary emergency responder training and may be designated as a member of the first-responder team. * Drive to off-site locations to perform job duties. * Completes required training in support of duties and responsibilities of this position. * In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor. QUALIFICATIONS/REQUIREMENTS: -Master's Degree in Public Health, Sociology, Psychology, Community Health, or related field plus four years of experience preferred OR -Bachelor's Degree with five years related experience preferred -One year of supervisory experience required -Knowledge of public health promotion principles, practices and trends -Valid Oklahoma driver license required SKILLS AND ABILITIES: -Skill in project management and program implementation -Skill in using appropriate equipment and software (i.e. prefer Microsoft Word, Excel, PowerPoint, etc.) -Excellent technical writing and editorial skills -Statistical analysis skills and research techniques -Ability to interpret and apply complex public, private and non-profit, program guidelines and regulations -Skill in developing partnerships with organizations and individuals -Skill in supervising personnel -Skill in developing and administering budgets, policies and procedures -Skill in making public presentations -Skill in community relations and/or partnership development -Skill in communicating with persons from diverse backgrounds using tact and diplomacy -Ability to deal with public tactfully and courteously -Ability and willingness to maintain confidentiality -Ability and willingness to follow established policies and procedures -Ability and willingness to develop and maintain effective working relationships -Ability and willingness to assume responsibility for work product WORKING CONDITIONS: -Primarily indoors in climate-controlled building -No smoking or use of non-smoking tobacco products is allowed at any time while conducting agency business or in agency vehicles -No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on agency business -Subject to frequent local travel -Occasional out-of-town travel -OSHA category: performs no tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS: -Arm/hand steadiness and digital dexterity enough to operate a personal computer -Vision enough to read and draft written communications such as computer printouts, reports, correspondence, rules and regulations, journal articles, etc., as well as print on computer monitor -Ability to be understood in a public place with or without a microphone -Flexibility and coordination enough to operate a motor vehicle as needed -Speech and hearing enough to communicate with others, both via telephone and face-to-face, and to make public presentations -Flexibility and coordination enough to bend, stoop, stand, crouch and walk to perform tasks such as setting up equipment and making presentations -Strength enough to lift and move equipment weighing up to 35 pounds WORKING RELATIONSHIPS: This position requires constant contact with other OCCHD employees at all levels, health-care providers, various public and private sector representatives, legislators, executives, and city and county officials; and, occasionally with clients. Tact and diplomacy are required in the performance of duties; maintains a positive attitude and refrains from participating in negativity. The employee may be required to occasionally deal with hostile persons. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: The employee reports to the Division Chief. Performance is evaluated by the successful completion of goals and objectives. Work product is subject to occasional review, but the employee generally performs independently in the administration of the duties and responsibilities of the position within the parameters of legal requirements and OCCHD policies and procedures. The incumbent is responsible for the supervision of Community Health Education staff, oversees grant deliverables, programmatic implementation and the coordination of programming and partners of the agency. The employee may make recommendations which result in the expenditure of significant funds.
