Description

BUSINESS PROGRAMMER ANALYST


GENERAL DEFINITION OF WORK:
Perform responsible technical and analytical work involving the design, programming, testing and
implementation of application based systems and projects. Furnishes user support for other areas
as required by the Information Technology Department. Work is performed under general
supervision of the Applications Development Manager.


TYPICAL TASKS:
Defines and documents system scope, current logical view, proposed logical view, applications and
general requirements using structured and object oriented design and analysis techniques.
Identifies opportunities for improvement within the systems and actively proposes effective
solutions. Develops, modifies, tests and implements software solutions using the appropriate
programming languages and methodologies. Analyzes the impact of proposed changes on existing
systems and workflows. Provides expertise for systems, user support and requirements gap
analysis to both internal and external customers. Works with software vendors to resolve problems
and participates in vendor product implementations including upgrades, patching and testing.
Performs other related tasks as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrated ability to translate business problems into technology solutions that consider
security, performance, usability, quality, cross-system interdependencies, scalability and total cost
of ownership. Knowledge of the principles and techniques of Software Development Life Cycle
(SDLC) along with other software development practices. Must be able to apply appropriate and
effective levels of creativity in the development and implementation of software solutions. Specific
knowledge of .NET Framework, ASP MVC, ASP.Net, Web Services, C#, SQL, JavaScript, XML,
HTML5 and CSS in the Windows environment is required. Must possess working knowledge of
relational database concepts in a SQL Server environment including data modeling and SQL Report
Server functionality. Must be able to design and prepare technical reports as required. General
knowledge of networks, the operation, uses and capabilities of installed computer and related
equipment. Working knowledge of personal computers, Microsoft operating systems, and Internet
environments, as well as general knowledge of other operating system environments. Must have
excellent analytical, diagnostic and trouble shooting skills. Must have ability to establish and
maintain effective working relationships with fellow employees, superiors and other departments.
Must possess effective oral and written communication skills including the ability to follow
instruction and complete tasks with minimal supervision. Must be able to lift or displace up to 50
pounds.


EDUCATION AND EXPERIENCE:
Bachelor’s Degree in Computer Science or an equivalent degree in a computer programming
related field or equivalent experience. Programming experience should include but not be limited to
2+ years of .Net Framework4.5 and above, ASP.Net, ASP.Net MVC, C#, Web Services (REST and
SOAP), SQL, JavaScript, HTML5, XML, JSON, CSS and SQL Report Server. Experience with agile
methodologies and/or data analytics is preferred.
