As a Government Information Specialist, your duties will include:
Reviewing, analyzing, and processing Freedom of Information Act (FOIA) and Privacy Act (PA) requests of simple and complex nature including researching problems areas, identifying legal issues, and conducting analysis to determine whether there is any basis to assert an exemption to disclosure.
Consulting with requester on various aspects of the request, i.e., narrowing the scope of the request, possible fees resulting from request, and any other issues/problems relating to the request. Interpreting regulations and USAID policy regarding the release of information under the FOIA and Privacy Acts.
Researching and writing reports and other documents on FOIA and PA-related matters.
- Providing advice and guidance on FOIA/PA issues covered by precedent to respond to requests and assist internal and external stakeholders on the FOIA/PA process.
Inputting, deleting, retrieving, manipulate, and correct information in automated databases or electronic records and develop, design and produce a wide variety of reports to increase efficiencies and effectiveness in processing requests.
Addressing legal problems of limited scope where the impact is local and limited to the parties directly concerned, and that involves no new precedents of wider potential impact.

SCREEN OUT QUESTION: This position requires a selective factor in addition to the qualification requirements noted above. Your resume must demonstrate experience identifying confidential business information and protecting this information prior to public disclosure.
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes a) processing Freedom of Information Act requests of simple to complex nature; b) interpreting and applying regulations regarding the Freedom of Information Act and Privacy Act; c) having delegated authority to review and approve interim and final response letters and redacted records, and d) coordinating with business submitters for review and release recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
