Chesterfield County's Information Systems Technology Department (IST) is seeking an IST Business Analyst to serve as an advisor to the PMO based on applicant experience as a lead or part of a team whose mission was to establish an enterprise-wide Center of Excellence office in business analysis and process engineering. This role will work out of the IST Project Management office. The IST project management office is expanding its charter to include the execution of business analytics and process engineering excellence. Recommend skill building, practitioner networking, analysis tools and environments that need to be put in place to execute the approved process analysis strategies. Responsible for establishing and overseeing an intake prioritization rubric and process for activating work for requirements business analysis and process engineering request. Understand, adhere to, and use industry Six Sigma Green Belt Body of Knowledge (CSSGB BOK) tools, techniques and lifecycle. Adept at using and mentoring process and quality tools to apply the rights ones to fit the need. Build flexible and appropriate organizational skills with process modeling tools and techniques supported by Six Sigma DMAIC methodology - as well as alternative dynamic, and lightweight approaches associated with Kan Ban process observation and incremental improvement techniques. Create and manage high quality, user-friendly and practical to use documentation library for Process Model Management and business analytics. Demonstrate awareness of the application of Information Technology Infrastructure Library (ITIL) to guide process engineering efforts in the alignment of IST services with business needs. Lead by example and creates programs to build enterprise proficiency to write clear and concise requirements (or user epics, capabilities and stories) into specifications that enables development of the desired capability. Understand the full development lifecycle and the key roles provided during each stage. Demonstrate awareness of the differences in SDLC approaches (e.g., agile, waterfall, rapid development) and the implications they have for requirement definition, process design and execution. Understand how technology is architected, designed, tested and deployed. Understand the role of business process and solution requirements elaboration in project management and software development. Put in place practices, tools and standards to ensure that the technical solutions being developed are representative of the business requirements and that requirements are articulated appropriately with sufficient detail and traceability. Build awareness and aptitude for requirements testing and defect management that can affect project quality and schedule. Understand the importance of satisfying user needs through these activities.

POSITION OPEN UNTIL FILLED (first review to begin October 18, 2021). Successful candidate will possess a bachelor's degree in Information Systems or related field; or an equivalent combination of training and experience. Two to five years establishing or on a team providing business analysis and process engineering center of excellence for a medium institution desired. Additionally, two to five years of exposure to Professional Business Analysis (PBA); Scaled Agilist (SA) or Team KanBan Practitioner (TKP) certification paths or application of methodologies desired. Certification as Six-Sigma Green or Black Belt (SSGB, SSBB) desired. Ability to apply analytical and estimating techniques in order to assemble, propose, and track business cases, process efficiencies and quality improvement costs providing County services and running County operations. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check.
