Position Summary:
The export controls
specialist will provide experience and subject matter expertise in the areas of
export controls and support other research compliance initiatives as requested
by Office of Research leadership (e.g., research-related COIs). The incumbent will Independently review and
provide guidance on contracts for export control and research security
compliance. They will also assist and
train researchers and staff to ensure compliance with federal export control
regulations and sponsoring agency policies and procedures related to export
controls and research security. Duties
will include contract review; improving processes; maintaining confidential
reports; and developing and maintaining training materials.

Essential Functions:
-
Official point of contact
with researchers and staff and export control regulatory agencies.
- Contract review, including
advising researchers and administrative units on contractual terms and
statements of work relating to export controls or controls on
technology.
- Export control review and
guidance, including providing guidance to faculty, staff, and students
to ensure compliance with applicable laws related to sanctioned and arms
embargoed countries, and export control regulations generally.
- Collaborate with appropriate
IST teams to identify, develop, and drive improvement projects with IT
security requirements.
- Draft and submit license
applications to U.S. Department of Treasury, Department of Commerce, or Department
of State regarding physical or deemed exports.
- Collaborate with faculty,
staff, and students to develop and enact comprehensive Technology
Control Plans (TCP) to protect controlled and sensitive technologies
from unauthorized access.
- Monitor and audit TCPs from
proposal to close-out stage.
- Manage processes for
performing necessary due diligence on external parties and to ensure
compliance for employee and student travel.
- Develop and deliver
educational programs to faculty and administrative units of the
university to raise awareness and compliance with export controls.
- Collaborate with the Office
of Global Initiatives to certify, as part of the visa application
process, that incoming foreign nationals will not be exposed to
controlled technologies without an export license.

Prerequisite Qualifications:

Bachelor's degree in relevant
field.
- Five years of relevant export
control experience, equivalent combinations of education and experience
will be considered.
- Demonstrated project
management skills.
- Proficient written and verbal
communication skills.
- Effective interpersonal
skills.
- Possesses flexibility to work
in a fast paced, dynamic environment.
- Demonstrates a high level of
accuracy, even under pressure.
- Ability to understand,
interpret, and apply complex federal and state regulations pertaining to
export control and embargoed countries.
- Thorough understanding of US
export control requirements, policies, and federal regulations.
- Knowledge of federal and
institutional regulations on export controls including, but not limited
to, International Traffic in Arms Regulations (ITAR) under the
jurisdiction of the Department of State, the Export Administration
Regulations (EAR) under the jurisdiction of the Department of Commerce,
and Office of Foreign Asset Controls (OFAC), Department of Treasury.
- At the university's discretion, the education and
experience prerequisites may be exempted where the candidate can
demonstrate to the satisfaction of the university, an equivalent
combination of education and experience specifically preparing the
candidate for success in the position.

- Master's, PhD, or JD as
appropriate.
- Experience in research
compliance, research administration, and/or higher education.
